Substitute resolution relative to the application, acceptance and funding of a Freight Infrastructure Improvement Grant.
Analysis
This resolution amends Common Council File 010118 relative to application, acceptance and funding of the Freight Infrastructure Improvement Program grant from the Wisconsin Department of Transportation, Bureau of Railroad & Harbors for the rehabilitation of Port of Milwaukee Mooring Basin Track.
 
Body
Whereas, Common Council File 010118 authorized the Port of Milwaukee to apply for, accept and fund the Freight Infrastructure Improvement Grant from the Wisconsin Department of Transportation, Bureau of Railroad & Harbors for the rehabilitation of Port of Milwaukee Mooring Basin Track. This grant provided for a Grantor share total of $150,000; and
 
Whereas, This resolution changes the Grantor share from $150,000 to $350,000; and
 
Whereas, It is the mission of the Port of Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment; and
 
Whereas, The Port of Milwaukee owns and maintains fifteen miles of railroad track connecting each Port terminal to two Class 1 railroads which provide delivery service to and from the Port; and
 
Whereas, The mooring basin portion of the Port of Milwaukee maintained railroad track consists of rail that is of a size which is lower than the industry standard, and is inadequate to withstand, over the long term, current weight load demands; and
 
Whereas, Upgrade of the mooring basin track and rail crossings is estimated to cost $700,000 of which $350,000 (50%) will be provided by the Wisconsin Department of Transportation and $350,000 (50%) will be provided by the City capital budget, for Fund 0481, capital account PT180000200; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Port of Milwaukee is authorized to apply for and accept the grant without further approval unless terms of the grant change as indicated in Common Council File 030712; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer $350,000 from Fund 0481, account PT180000200, Pier Berth Channel Improvements, upon approval, authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant number for this project and to transfer the Project amounts to these Projects; and, be it
 
Further Resolved, That the Port of Milwaukee is authorized to expend these funds for the specified purposes as indicated in the grant agreement; and, be it
 
Further Resolved, That the Municipal Port Director is the representative of the Board of Harbor Commissioners authorized to sign agreements, forms, claims and other required documents binding upon said Board in connection with the application for the WISDOT, Bureau of Railroad and Harbors, Freight Infrastructure Improvement Program grant; and, be it
 
Further Resolved, That the proper City officials and/or the Municipal Port Director are hereby authorized to sign the aforementioned grant without further Common Council approval.
