Title
Substitute resolution authorizing the proper City Officials to negotiate and execute a Memorandum of Understanding between the City of Milwaukee and Milwaukee Public Schools regarding land to the west of the Neighborhood Task Force and Radio Shop buildings.
Analysis
The resolution authorizes the proper City officials to negotiate and execute a Memorandum of Understanding (MOU) between the City of Milwaukee and the Milwaukee Board of School Directors/Milwaukee Public Schools regarding a segment of land to the west of the Neighborhood Task Force and Radio Shop buildings and to the east of Wick Field Tennis Courts and a softball field. The land is City of Milwaukee property. This MOU approves the Milwaukee Police Department’s use of the land for construction of a driveway and extension of its parking lot as well as conditions of use including, but not limited to, minimizing retaining walls and elevation differences, storm water drainage, sidewalk relocation, and maintenance responsibilities.

Whereas, The Milwaukee Police Department’s (MPD) Neighborhood Task Force and Radio Shop occupy buildings at 4715 W. Vliet St.; and
Whereas, Wick Field is a City of Milwaukee property currently operated and managed by the Milwaukee Public Schools (MPS); and
Whereas, MPD desires to construct a driveway and parking lot extension to the west of the property it currently occupies adjacent to Wick Field; and
Whereas, MPS is agreeable to MPD’s proposed plans subject to the terms of the Memorandum of Understanding (MOU); and
Whereas, The MOU reflects an understanding between MPD and MPS regarding the use of the land and the impact of the constructed improvements; and
Whereas, It is in the interest of both the City and MPS to seek authority to allow the proper City officials to enter into the MOU so that construction of the improvements may proceed; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are hereby authorized to negotiate and enter into a Memorandum of Understanding (MOU), a draft of which is attached to this file by reference and included in this file as set forth in full; and, be it
Further Resolved, That non-substantive changes in the MOU may be made by the Chief of Police in order to clarify or better define responsibilities as necessary and include additional non-financial elements as necessary; and, be it
Further Resolved, That any potential future agreements which may be necessary as a result of execution of the MOU that may require financial consideration will be brought forth for Common Council consideration and approval.
