This substitute resolution authorizes and directs the Commissioner of Public Works to execute project agreements with the Wisconsin Department of Transportation for the programming and construction of two (2) local street projects. Approval of the project agreements by the WISDOT will enable these projects to be undertaken with 80% Federal and/or State aid for preliminary engineering and participating construction and traffic signals and signs costs. The total cost of these projects is $1,149,200, of which the City's share is $229,840. This resolution also authorizes and directs the City Comptroller to transfer funds to the project subaccounts for the estimated costs for preliminary engineering and plan preparation. The total preliminary engineering costs for these projects is $128,200, of which the City's share is $25,640.

Whereas, The improvement of the following streets are included in the "Transportation Improvement Program for the Milwaukee Urbanized Area: 1997-1999", and are eligible for 80 percent Federal and/or State cost participation for construction of needed improvements under the Federal Aid Surface Transportation Program: Aldermanic District Location
 
17 North 17th Street (East Roadway) West State Street to West Vliet Street
 
1, 2 & 9 North 60th Street West Villard Avenue to West Florist Avenue
 
and
 
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation (WISDOT), along with project agreements to be executed by the City of Milwaukee for programming and construction of the above projects with Federal and/or State Aid under the Surface Transportation Program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the project agreements for programming and construction of the improvement of the above-mentioned projects with Federal and/or State Aid under the Surface Transportation Program, a copy of which is attached to Common Council Resolution File Number 970109 and is incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the improvement of these projects and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to enter into an agreement with the WISDOT pertaining to the cost participation for the installation and/or modification of traffic control facilities in conjunction with the improvements of the aforementioned projects; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to install the traffic control facilities necessary in conjunction with the aforementioned projects, following the execution of the traffic control agreements, the cost of which will be included in future resolutions; and, be it
 
Further Resolved, That upon acceptance of this grant agreement, the City Comptroller is hereby authorized to create, within the Capital Improvement Fund-Grant and Aid Projects, the necessary accounts for preliminary engineering for this project (Expenditure and Revenue), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater and to transfer the corresponding offsetting revenue as follows:
