Title
Substitute motion revoking the charter of, and terminating the City of Milwaukee’s charter school contract with, Central City Cyberschool.
Analysis
Under the procedure set forth in s. 338-29 of the Code of Ordinances, this motion revokes the charter of, and terminates the City’s charter school contract with, Central City Cyberschool, effective immediately. Central City Cyberschool was first granted a charter by Common Council File Number 981283 on January 19, 1999.
Body
Whereas, Section 118.40(2r), Wis. Stats., authorizes the Milwaukee Common Council to operate charter schools within the city, provided that schools meet certain criteria; and
Whereas, Under this authority, the City enacted ch. 330 of the Code of Ordinances to regulate the granting, denial, governance and revocation of school charters; and
Whereas, On January 19, 1999, by Common Council File Number 981283, the Common Council moved to grant a charter and enter into a contract with Central City Cyberschool (CCC); and
Whereas, An August 19, 2025 memo from a Marquette University Policy Analyst notes that CCC does not have a functioning board, ignores deadlines, and has not provided a dissolution plan or evidence of compliance with contractual obligations to the Charter School Review Committee (CSRI) or to the Wisconsin Department of Public Instruction (DPI); and
Whereas, On August 27, 2025, CSRI held a public hearing to investigate the operations and performance of CCC and to consider the possible termination of the CCC’s charter contract and revocation of its charter; and
Whereas, CSRI recommends that the City terminate the charter school contract and revoke the charter of the CCC based on its failure to meet state guidelines and contractual obligations; now, therefore
It is moved, By the Common Council of the City of Milwaukee, that the charter granted to Central City Cyberschool is revoked, and its contract with the City is terminated, effective immediately; and
It is further moved, That the appropriate City officials are directed to implement the intent of this motion.
