Title
Substitute resolution designating Juneteenth Day as an annual official City event, authorizing the acceptance and expenditure of contributions and adding the event to the GiveMKE platform.
Analysis
This resolution designates Juneteenth Day as an annual official City event in the city of Milwaukee. The resolution also authorizes the City Clerk’s Office to accept and expend donations for its support up to $100,000 and to establish accounts for that purpose. Finally, the resolution adds Juneteenth Day to the GiveMKE online donation platform.
Body
Whereas, Juneteenth Day is the oldest recognized celebration observing the freedom of African-Americans from the bonds of slavery in the United States, and is a historic milestone in the fight for civil rights; and
Whereas, The Emancipation Proclamation was issued on September 22, 1862, with an effective date of January 1, 1863, but it had minimal immediate effect on the majority of enslaved people who remained in captivity and oppression by slave owners; and
Whereas, On June 19, 1865, Union General Gordon Granger and 2,000 federal troops arrived in Confederate-controlled Texas to take possession of the state and to enforce the emancipation of enslaved people throughout the state; and
Whereas, This date marks the moment when the last of those enslaved within the United States were freed; and
Whereas, As time passed, the date June 19th became colloquially referred to as “Juneteenth Day” and is a celebration of freedom from slavery within the United States; and
Whereas, 46 states, including Wisconsin, officially recognize Juneteenth Day; and
Whereas, It would be fitting to establish the day the federal government emancipated the last known enslaved individuals in the United States as an annual official City event; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Juneteenth Day shall be recognized and designated as an official City event held annually; and, be it
Further Resolved, That the City Clerk’s Office is authorized to accept and expend up to $100,000 annually in contributions to support Juneteenth Day; and, be it
Further Resolved, That Juneteenth Day shall be added to the GiveMKE crowdfunding platform as an official city event; and, be it
Further Resolved, That the City Comptroller is directed to transfer appropriations and estimated revenues from the Special Purpose Account-Contributions, Account Number 0001-2110-0001-D001-006300, and the Estimated Revenue Account for Contributions, Account Number 0001-2110-0001-009850 to the City Clerk’s Special Account 0001-1310-0001-DXXX-006300 and the Office of the City Clerk’s Estimated Revenue Account, Account Number 0001-1310-0001-009850 up to the amount of $100,000.
