Title
Substitute resolution relative to acceptance and funding of the Wisconsin Coastal Management Program grant from the Wisconsin Department of Administration.
Analysis
Resolution authorizes the Health Department to accept, and fund a Wisconsin Coastal Management Program grant from the Wisconsin Department of Administration in the amount of $26,000, with a City share of $13,000 and a grantor share of $13,000. The funding will support flagpole installation at Milwaukee County Parks beaches to provide visual recognition of unhealthy or unsafe swim conditions.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Administration to support flagpole installation at Milwaukee County Parks beaches to provide visual recognition of unhealthy or unsafe swim conditions; and
Whereas, The operation of this grant program from 7/1/2026 to 9/30/2027 will cost $26,000 comprised of $13,000, or 50% grantor share and $13,000, or 50% City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2026 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Wisconsin Coastal Management Program:

2. Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2026 grant budget funds for specific items of equipment; and,
3. Expend from the 2026 grant budget funds for contractual services.
