A substitute ordinance relating to ambulance conveyance rates.

Analysis
This ordinance increases the rate charged for both basic life support and basic life support - emergency ambulance conveyances by private providers for both resident and non-resident patients. The rates increase by 7% based on the consumer price index between 2009 and 2010 as follows:
1. For residents, from $471 to $504.
2. For residents not requiring transport, from $112 to $120.
3. For non-residents, from $545 to $583.
4. For non-residents not requiring transport, $160 to $171.
This ordinance increases rates charged by private providers for ancillary charges and drugs by 22.8%, based on an increase in the consumer price index between 2007 and 2010. In addition, the mileage charge for patient transport by private providers is increased from $14 per mile to $14.50 per mile.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 75-15-14-c-1 to 3 of the code is amended to read:
75-15. Ambulance Certification Regulations.
14. DETERMINING RATES BILLED BY PRIVATE SECTOR PROVIDERS.
c-1. For patients who are residents of the city of Milwaukee, for basic life support, [[$471]] >>$504<< and, for basic life support-emergency, [[$471]] >>$504<<. When patients require treatment without transport, a [[$112]] >>$120<< basic life support non-transport fee shall apply.
c-2. For patients who are not residents of the city of Milwaukee, for basic life support, [[$545]] >>$583<< and, for basic life support - emergency, [[$545]] >>$583<<. When patients require treatment without transport, a [[$160]] >>$171<< basic life support non-transport fee shall apply.
c-3. In addition to the charges provided in subds. 1 and 2, a charge of [[$14.00]] >>$14.50<< per mile shall be assessed for mileage, mileage to be defined as the distance traveled with the patient in the ambulance from the point of patient origin to destination.
Part 2. Section 75 -15-15 of the code is repealed and recreated to read:
15. basic life support ancillary charges billed by private sector providers. Pursuant to sub. 12-d, certified providers are authorized to charge the following basic life support ancillary charges:
a. Airway.
a-1. Oropharyngeal: $ 2.38.
a-2. Nasopharyngeal: $9.43.
b. Bag mask ventilator, adult or pediatric: $47.18.
c. Bandaging.
c-1. Trauma dressing: $5.62.
c-2. Kling 4": $2.41.
c-3. 5/9" dressing: $0.58.
d. Blanket: $10.95.
e. Burn sheet: $11.33.
f. Cervical collar: $32.31.
g. Cold pack: $2.16.
h. Combi-tube/intubation charge: $79.82.
i. Defibrillation supplies: $104.38.
j. Electrodes: $2.86.
k. Gloves: $2.28.
L. Head immobilizer: $18.96.
m. Hot pack: $2.52.
n. KED strap: $28.50.
o. Laryngoscope blades: $9.05.
p. Linens: $6.99.
