Title
Substitute resolution authorizing and directing a transfer of funds from the Department of City Development's Advance Planning Fund for an economic analysis of industrial land in the City of Milwaukee.
Analysis
This substitute resolution transfers $15,000 from the 2002 Advance Planning Fund to a subaccount for the preparation of an economic analysis of industrial land in the City of Milwaukee. The Department of City Development will partner with the Milwaukee Economic Development Corporation to accomplish this project.
Body
Whereas, The Department of City Development prepares analyses of and land use policies for, residential, commercial and industrial development; and
Whereas, The City of Milwaukee ("City") has a limited supply of large, industrially zoned parcels; and
Whereas, Strong interest in converting loft/warehouse facilities to residential and commercial uses continues; and
Whereas, The Milwaukee Economic Development Corporation ("MEDC") is interested in developing a comprehensive understanding of the market dynamics of industrial land, buildings and loft/warehouse space in the City; and
Whereas, An industrial study will evaluate the supply and demand of industrial land, buildings and loft/warehouse space for emerging businesses in the region, examine emerging technology-based companies in other cities, assess the City's competitive position and evaluate the relative fiscal benefits of industrial land versus other land uses; and
Whereas, The results of this analysis will assist the City in guiding public policy decisions regarding industrial land and use of the existing loft/warehouse inventory; and
Whereas, Technical assistance in planning activities has often been provided by outside consultants; and
Whereas, MEDC will contribute $35,000 toward this $50,000 study; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer $15,000 from the 2002 Advance Planning Fund Parent Account No. UR01280000 to Subaccount No. UR01280125 for said planning study; and, be it
Further Resolved, That the proper City officials are authorized and directed to enter into a contract with selected consultant(s) for said study; and, be it
Further Resolved, That all City departments, boards and commissions are authorized and directed to enter into such contracts and agreements as necessary to accomplish the intent and purpose of this resolution; and, be it
Further Resolved, That the Department of City Development is directed to present a report to the Common Council of the City of Milwaukee on or before December 19, 2003 regarding the results of said planning study.
