Title
Resolution authorizing the Commissioner of Public Works to explore various options relating to the provision of streetlighting services. (DPW)
Analysis
This resolution authorizes the Commissioner of Public Works and the appropriate City officials to explore options for the provision of streetlighting services, including the  release of requests for proposals and solicitation of bids, and to conduct such business and make such expenditures as may be necessary to secure interest in the provision of streetlighting services.  The resolution authorizes the Commissioner to engage a consultant at a cost not to exceed $50,000 for such purpose, from within the Department of Public Works' budget.
The Offices of the City Attorney and the Comptroller shall review such requests for proposal and solicitation of bids and provide appropriate input to the Commissioner of Public Works prior to release of such documents.
This resolution further provides that the Commissioner shall present an analysis of all offers received through this process to the Common Council for its review and approval, subject to an evaluation and analysis by the Comptroller, the Budget Director, and the City Clerk's Office, with appropriate review and input by the City Attorney.  
Any subsequent approval of a request to outsource or privatize the provision of streetlighting services, and to enter into related agreements, shall be authorized only by approval of the Common Council by resolution, as required by Common Council policy and procedure relative to outsourcing or privatizing of City services as set forth in File Number 990089, adopted April 20, 1999.
 
Body
Whereas, The Common Council adopted File Number 990089 on April 20, 1999, a resolution relative to outsourcing or privatizing of City services; and
 
Whereas, File Number 990089 established a procedure requiring City departments to request formal authorization and approval from the Common Council to outsource or privatize any City service or function which may result in the reduction, elimination or privatization of any City positions; and
 
Whereas, File Number 990089 provides that requesting departments shall study and provide a written report specifying the service or function to be outsourced or privatized, the substantiating reasons therefore, including but not limited to factual information concerning current level of service and associated costs, projected cost savings, anticipated change in level or quality of service provided, and specific positions to be affected; and
 
Whereas, Any subsequent approval of a request to outsource or privatize services and to enter into related agreements shall be authorized only by approval of the Common Council by resolution; and
 
Whereas, It is in the best interest of both the City of Milwaukee and its residents to pursue the most effective and economical means of providing quality municipal services; and
 
Whereas, The Department of Public Works is desirous of exploring various options relating to the provision of streetlighting services; and
 
Whereas, Due to the fact that the release of requests for proposal or solicitation of bids is the only absolute means of ascertaining interest, as well as the financial and operational benefits of such options, the Commissioner of Public Works requests authority from the Common Council to authorize release of such documents as necessary to obtain hard data relative to the viability of alternative options to provision of streetlighting services; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of  Public Works and the appropriate City officials are authorized to explore options to the provision of streetlighting services, including the release of requests for proposal and solicitation of bids, and to conduct such business and make such expenditures as may be necessary to secure interest in the provision of streetlighting services; and, be it
 
Further Resolved, That the Commissioner of Public Works is authorized to engage a consultant at a cost not to exceed $50,000 from within the Department of Public Works' budget, to assist in the process of exploring various options for the provision of streetlighting services and preparation of requests for proposal and bid documents; and, be it
 
Further Resolved, That the Offices of the City Attorney and the Comptroller shall review such requests for proposal and solicitation of bids and provide appropriate input to the Commissioner of Public Works prior to release of such documents; and, be it
 
Further Resolved, That the Commissioner of Public Works shall present an analysis of all offers received through this process to the Common Council for its review and approval, subject to an evaluation and analysis by the Comptroller, the Budget Director, and the City Clerk's Office, with appropriate review and input from the City Attorney.
