Title

Resolution directing the Commissioner of Public Works to execute a document titled “2nd Revision to State/Municipal Agreement for State-Let Highway Project” with the Wisconsin Department of Transportation for the programming, design, and construction of the North 51st Street Intersections with North Burleigh and North Center.

Analysis

This resolution directs the Commissioner of Public Works to execute a State/Municipal Agreement with the Wisconsin Department of Transportation for the programming, design, and construction of the intersections of North 51st Street at Burleigh and Center. The State/Municipal Agreement provides for 90 percent Federal and State aid and 10 percent local cost sharing for preliminary engineering. The total estimated cost of this project is $2,097,928 with a City share of $387,928 and a grantor share of $1,710,000. Construction funds for this project will be included in future resolutions.

Body

Whereas, A revised project agreement has been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the programming, design, and construction of the North 51st Street Intersections with North Burleigh and North Center with Federal and State aid under the Highway Safety Improvement Program (HSIP); and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any cost incurred by the State should the City decide to withdraw from the project; and

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the revised agreement for the programming, design, and construction of the aforementioned project with Federal and State aid under the Highway Safety Improvement Program, copies of which are attached to Common Council Resolution File Number 240651, and are incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to undertake or engage a consultant to undertake preliminary engineering for the improvement of the aforementioned projects and to reimburse WisDOT for design engineering costs they incur from the improvement.
