Title:
Resolution relative to application, acceptance and funding of the Summer Traffic Enforcement Mobilization and Speed Enforcement Patrols Grant. (Police Department)
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund the Summer Traffic Enforcement Mobilization and Speed Enforcement Patrols Grant from the Wisconsin Department of Transportation's Bureau of Transportation Safety in the amount of $14,052, with a city share of $6,052 and a grantor share of $8,000. The purpose of the project is to support an enhanced speed enforcement strategy by uniting public education initiatives with increased enforcement activities during strategic times throughout the year.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation's Bureau of Transportation Safety for a Summer Traffic Enforcement Mobilization and Speed Enforcement Patrols Grant; and
Whereas, The operation of this grant from 12/01/03 to 09/30/04 would cost $14,052 of which $6,052 (43%) would be provided by the city and $8,000 (57%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Transportation's Bureau of Transportation Safety is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Summer Traffic Enforcement Mobilization and Speed Enforcement Patrols Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
- Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date
- Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
