Analysis
This resolution directs the Commissioner of Public Works to execute a “State/Municipal Financial Agreement for a State-Let Highway Project” with the Wisconsin Department of Transportation for the adjustment and seal replacement of 18 sanitary manholes, construction of bioswales, and adjusting City Underground Conduit (CUC) manhole cover as non-participating utility items within the City of Milwaukee city limit on project STH 241(South 27th Street), West Layton Avenue to West College Avenue as part of the WisDOT project. This resolution also directs the City Comptroller to set up funds for construction at an estimated total cost of $164,500 with 100% City share.

Whereas, A request to include work on sanitary manholes, bioswale and CUC manhole within City of Milwaukee city limit as Non-Participating Utility Items in WisDOT Contract 2265-18-00/20/70 STH 241 (West Layton Avenue to West College Avenue) has been forwarded to the Wisconsin Department of Transportation (WisDOT) and approved by WisDOT; and
Whereas, The Department of Public Works performed lighting removal and backfill at intersection of South 27th Street and West Parnell Avenue at WisDOT request, and a credit of $3,000 was issued to offset the CUC work; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City is 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the adjustment and seal replacement of 18 sanitary manholes, construction of bioswales, and adjusting City Underground Conduit (CUC) manhole cover as non-participating utility items within City of Milwaukee city limit on STH 241(South 27th Street), West Layton Avenue to West College Avenue as part of the WisDOT project, and to set up funds for construction at an estimated total cost of $164,500 with 100 percent City share.
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund and the necessary Chart field Values for construction for the project (Expenditure) and transfer to any of these accounts the amount required under City Accounting Policy, as follows:
