Minutes note: Fernando Aniban, HACM’s Chief Financial Officer, gave a summary from the attachments provided. Mr. Aniban explained how the original contract amount was estimated and that the continuing supply chain issues, relative tightness in the labor market and rising costs in construction had significantly increased the required budget. Mr. Aniban noted that the budget for the future market rate phases will be reallocated to close the financing gap.

Body

WHEREAS, WHEREAS, Westlawn Renaissance VII is one of the Housing Construction Phases (Phase 4C) of Westlawn Choice Neighborhood Project  that received Commitment for Housing Assistance Payments (CHAP) under the Rental Assistance Demonstration (RAD) from the Housing and Urban Development (HUD); and

 

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) received an allocation of Low Income Housing Tax Credits from the Wisconsin Housing and Economic Development Authority for the construction of 97 rental housing units comprising of 31 townhouse buildings and 1 three story building (3.4); and

 

WHEREAS, HACM incorporated Westlawn Renaissance VII LLC to be the owner entity of this Project; and

 

WHEREAS, HACM is the developer and the Managing Member of Westlawn Renaissance VII LLC through its wholy owned Limited Liability Company, Westlawn Renaissance VII Development LLC; and

 

WHEREAS, after bidding out about 92% of the trades for this project, the initial amount set of $29.90mm as per Resolution No. 210 is no longer adequate; and

 

WHEREAS, the President recommends that Travaux, Inc. enter into a contract with Westlawn Renaissance VII LLC for an amount not to exceed the amount indicated in this resolution; now, therefore, be it

 

RESOLVED, by Travaux, Inc. that they approve entering into a contract with Westlawn Renaissance VII LLC the to be the construction manager as constructor for Westlawn Renaissance VII (Phase 4C) project; and, be it

 

FURTHER RESOLVED, that the proper officers of Travaux, Inc. are hereby authorized and directed to properly execute said contract for and on behalf of Travaux, Inc.; and, be it

 

FURTHER RESOLVED, that if any extensions of the time of performance and change orders are needed, the Chairman or President may approve such request without any further action of Travaux Inc.; and, be it

 

FURTHER RESOLVED, that all acts previously performed, relative to this matter, by the Directors and the President of Travaux, Inc., be and hereby are approved, ratified, and confirmed in all respects.
