Title

Resolution relating to the construction, maintenance, and funding of Stella’s Playground, Milwaukee’s first universally accessible and inclusive playground.

Analysis

This resolution expresses the City of Milwaukee’s support for the construction and maintenance of Stella’s Playground at Kilbourn Reservoir Park and acknowledges existing authority for the acceptance and expenditure of contributions received by the Department of Public Works for that purpose.

Body

Whereas, Research shows that play space is essential for children’s physical, social, emotional and cognitive development; and

 

Whereas, Children with disabilities should rightfully have access to the same opportunities as their peers without disabilities; and

 

Whereas, Article 31 of the United Nations Convention on the Rights of a Child declares every child has a right to engage in play and entities should support and ensure equal opportunities for them to do so; and

 

Whereas, A survey from the Milwaukee Health Department and the Wisconsin Southeast Regional Center for Children with Special Health Care Needs (CSHCN) found that the prevalence of children with special health care needs in Milwaukee (23.5%) was almost double that of the surrounding Milwaukee metropolitan statistical area counties (12.1%), the state (13.4%), and the nation (12.8%); and

 

Whereas, An inclusive and accessible playground will provide a welcoming space for all children to play and socialize; and

 

Whereas, The City’s neighborhood playgrounds have historically been a great asset to the city and a source of pride for the community; and

 

Whereas, The Department of Public Works - MKE Parks is responsible for maintenance of the existing playground at Kilbourn Reservoir Park, which is managed collaboratively with Milwaukee Water Works (MWW); and

 

Whereas, MKE Parks and MWW are supportive of community efforts to replace the existing playground, which was constructed in 2006; and

 

Whereas, Those efforts present an opportunity to build the most accessible and inclusive playground in the City of Milwaukee’s history; and

 

Whereas, MKE Parks will be responsible for maintenance of the new playground and bathroom facilities; and

 

Whereas, The neighborhoods surrounding Reservoir Park (Riverwest, Harambee, and Brewer's Hill) have a dense and diverse population, making this an ideal location to build Milwaukee’s first universally accessible and inclusive playground; and

 

Whereas, There is growing community support and a volunteer group that is fundraising for an inclusive playground, inspired by Stella Schneider, a child fighting cancer that wants to safely and independently play on her local playground at Kilbourn Reservoir Park; and

 

Whereas, That group has already raised more than $465,000 in private contributions for the development of the playground, the total cost of which is estimated at approximately $2 million; and

 

Whereas, The Department of Public Works has existing funding dedicated for the purpose of improving accessibility of City of Milwaukee parks and playground facilities; and

 

Whereas, Common Council File Number 930217, adopted on June 15, 1993, established the Milwaukee Recreation Fund at the Greater Milwaukee Foundation, which allows for the acceptance and expenditure of private funds for the purpose of “extending recreational services and programs to its citizens at a level above and beyond that already provided”; and 

 

Whereas, This project is consistent with the vision and goals established in the City of Milwaukee Comprehensive Outdoor Recreation Plan 2022-2027, adopted on March 22, 2022, as Common Council File Number 211710; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City supports the construction, maintenance, and funding of Stella’s Playground, Milwaukee’s first universally accessible and inclusive playground.
