Substitute resolution authorizing the Health Department to enter into an agreement with the Federally Qualified Look-Alike Board.
Analysis
This resolution authorizes the Health Department to enter into an agreement with the Federally Qualified Look-Alike Board at the Johnston Community Health Center. A Federally Qualified Health Center Look-Alike is a health center that meets all of the federally funded Community Health Center program expectations, but does not receive federal operating grants under Section 330 of the Public Health Service Act. One requirement of this type of facility is community involvement in the management and governance of the facility. A community-based Board of Directors, a majority of whom are users of the facility, fulfills this requirement.

Whereas, A Federally Qualified Health Center (FQHC) Look Alike is a health center that meets all of the federally funded Community Health Center program expectations, but does not receive federal operating grants under Section 330 of the Public Health Service Act; and
Whereas, The Johnston Community Health Center (JCHC) located at 1230 West Grant Street, Milwaukee, is designated an FQHC Look Alike health center; and
Whereas, The JCHC Board of Directors, a majority of whom are users of the health center, has been established as required by the FQHC program; and
Whereas, The Milwaukee Health Department and the JCHC Board of Directors wish to enter into an agreement which will maintain, expand or improve the availability and accessibility of essential health care to low-income and medically-underserved populations; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the appropriate City officials to enter into an agreement with the JCHC Board of Directors, a copy of which is attached to this file.
