Title

Substitute resolution approving the application, acceptance and expenditure of a Regional Communication Interoperability Planning Grant from the State of Wisconsin to improve public safety voice and data communications across all disciplines and levels of government.

Analysis

This resolution authorizes the application, acceptance and expenditure of $53,333 from the State of Wisconsin, through Fiscal Year 2008 Interoperable Emergency Communications Grant Program from the US Department of Homeland Security for the Fire and Police Commission.  This grant will be used to advance the statewide communication interoperability strategy detailed in the 2007 Statewide Communications Interoperability Plan (SCIP). The plan has goals and objectives to improve public safety voice and data communications across all disciplines, levels of government and tribal nations. No state or local matching funds are required. 

Body

Whereas, Under the Catalog of Federal Domestic Assistance (CFDA) #97.075, the City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin for an Interoperable Emergency Communications Grant; and

 

Whereas, The U.S. Department of Homeland Security has awarded a Fiscal Year 2008 Interoperable Emergency Communications Grant to the Wisconsin Office of Justice Assistance for disbursement to the City of Milwaukee to be used to enhance and improve public safety voice and data communications planning; and

 

Whereas, Funding will be used by the Fire and Police Commission Office of Homeland Security and Emergency Management to fund a consultant to conduct planning with the goals and objectives to improve public safety voice and data communications across all disciplines, levels of government and tribal nations; and

 

Whereas, The operation of this grant project is from 01/01/2010 to 12/31/2010, and would cost $53,333 of which 100% would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, That the Fire and Police Commission Office of Homeland Security and Emergency Management is authorized to accept grant funds of $53,333 from the US Department of Homeland Security, through an Interoperable Emergency Communications Grant, without further approval unless the terms of this grant change as indicated in Common Council File 030712; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Grant Parent Account of the 2010 Special Revenue Grant and Aid Projects Fund the following amounts for the project/program entitled Interoperable Emergency Communications Program Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement and, be it

 

Further Resolved, That these funds are budgeted for the Fire and Police Commission Office of Homeland Security and Emergency Management which is authorized to:

 

1.  Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.

 

2.  Enter into subgrants and subcontracts as detailed in the grant budget
