Substitute resolution relative to application, acceptance and funding of a 1998 Vehicle Miles of Travel Monitoring Grant.
ANLS:
- Analysis - This resolution authorizes the Commissioner of Public Works to apply for, accept and fund a 1998 Vehicle Miles of Travel Monitoring Grant project from the Wisconsin Department of Transportation in the amount of $58,395, with a city share of $19,570 and a grantor share of $38,825. The purpose of the project is to collect traffic count data to monitor traffic flow patterns in the City of Milwaukee.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation to provide expanded monitoring of roadway usage levels and travel characteristics in the City of Milwaukee; and
 
Whereas, The operation of this grant project from March 8, 1998 to December 31, 1998 would cost $58,395, of which $19,570 (34%) would be provided by the city and $38,825 (66%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Transportation is authorized and the Department of Public Works shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled 1998 Vehicle Miles of Travel Monitoring Project:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff;
