Title
Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $9,115,000 for a total estimated cost of these projects being $13,161,617.
Analysis
This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works. The City cost of the projects approved by this resolution is estimated to be $9,115,000. The total estimated cost of these projects is $13,161,617.
Body
Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
4th Aldermanic District
Clybourn Street Vertical Lift Bridge over the Milwaukee River (BR100100104): Bridge rehabilitation including structural, mechanical, and hydraulic components. (City Share Non-assessable Structure Fund -- $7,500,000). (BR100100105): Bridge electrical work and material purchases. (City Share Non-assessable Structure Fund -- $775,000). The total estimated cost for this project including the requested amount is $8,725,000. This project is anticipated to be completed during the 2010-2011 construction season.
4th and 12th Aldermanic Districts
S. 2nd St. Quiet Zone (ST320021301) (2445-01-50) File Number 091361: Railroad crossing upgrade. (City Share Non-Assessable Paving Fund - $360,000). These funds are to be transferred to the construction account ST3200213XX.

W. National Ave. - S. Layton Blvd. to S. 39th St. (ST320052301/ST04084800) (2410-12-70) (portions in the Village of West Milwaukee). Special treatment including traffic islands, planters and stamped colored concrete and replace curb and gutter as necessary.
Grantor Reimbursable Paving Fund -- $ 480,000;
DCD Share Non-assessable Paving Fund --$ 120,000; NOTE: DCD funding set up in resolution 091477 (ST04084800).
These funds are to be transferred to the construction account (ST320052310)

This project is anticipated to be completed during the 2010 construction season.

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
