Analysis

This resolution states that the West Chester Street reconstruction project between South Dixon Street and South 92^nd Street and the West Adler Street reconstruction project between South 84^th Street and South 95^th Street associated with the Wisconsin Department of transportation Zoo Interchange project meets the conditions of an Absence of Need exception as indicated in Trans 75.05 of the Wisconsin Administrative Code Complete Streets Guidelines. The conditions of an Absence of Need exception are met because of the low traffic volumes on both roadways, the Milwaukee Comprehensive Plan does not expect bicycle use on these two roadways to increase and the close proximity and additional access to the Hank Aaron State Trail. The Trans 75 Absence of Need Exception, under Complete Streets Guidelines requires a resolution by the local unit of government stating the project meets the conditions of the exception.

This resolution is necessary for the Wisconsin Department of Transportation to approve a proposed design of West Chester Street between South Dixon Street and South 92^nd Street and West Adler Street between South 84^th Street and South 95^th Street that omits marked bike lanes.

Body

Whereas, The Wisconsin Department of Transportation will be reconstructing portions of West Chester Street and West Adler Street and providing additional access points to the Hank Aaron State Trial as part of the Zoo Interchange Phase 1 Project in 2015 in cooperation with the City of Milwaukee; and      

Whereas, The average daily traffic volume in the design year for both roadway segments is less than 1500 per day, the use of bicycles on both roadway segments is not expected to increase over the next 20 years according to the Milwaukee Comprehensive Plan and the Hank Aaron State trail is located in close proximity and with access to both roadway segments; and

Whereas, The Trans 75 Absence of Need Exception requires a resolution by the local unit of government indicating the projects will meet the conditions of the exception; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the West Chester Street reconstruction project between South Dixon Street and South 92^nd Street and the West Adler Street reconstruction project between South 84^th Street and South 95^th Street meets the conditions on an Absence of Need exception as indicated in Trans 75.05 of the Wisconsin Administrative Code.
