Title
Substitute resolution committing the City's future cost participation with the Wisconsin Department of Transportation for the proposed improvement of West Canal Street between North 6th Street and Miller Park
Analysis
This Substitute Resolution indicates the Common Council's support for the improvement and extension of West Canal Street between North 6th Street and Miller Park scheduled to begin construction in 2003.  The project, which is proposed to be undertaken with 50% State funds of the initially estimated project cost of $20 million.  City Budgets in 2001 and 2002 appropriated $2.8 million for this project.  The State is demanding the City commit to fund the total estimated City's local share of this project ($10.0 million) before any preliminary engineering work can begin.  This Substitute Resolution also commits that the City will fund the City share of costs of this project and that the 2003 Capital Budget will include the remainder of the costs.
Body
Whereas, The improvement and extension of West Canal Street from North 6th Street to Miller Park is included in the City's Long-Range Major Streets Improvement Program with construction to begin in 2003; and
 
Whereas, The West Canal Street project is considered vital to the redevelopment of the Menomonee Valley and for use as an alternate route for travel during the planned upcoming reconstruction of the Marquette Interchange; and
 
Whereas, Common Council Resolution File No. 010651, adopted September 25, 2001, authorized and directed the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation (WISDOT) for the programming and preliminary engineering work for the improvement and extension of West Canal Street proposed to be funded with 50% State funds and 50% City funds, and appropriated $1.9 million in City funds for preliminary engineering; and
 
Whereas, The recently enacted State Budget provides $10 million in State funds for the project provided the City also provides a match of $10 million for the project; and
 
Whereas, The City 2001 and 2002 Budgets appropriate $2.8 million dollars for preliminary engineering, real estate and utility design work for the project; and
 
Whereas, The WISDOT is requiring that the City commit to its $10 million share before they will allow preliminary engineering on the project to commence; now, therefore, be it
 
Resolved, That the Common Council of the City of Milwaukee supports the proposed improvement of West Canal Street between North 6th Street and Miller Park; and, be it
 
Further Resolved, That any costs beyond those already committed for the project to fund the City's share of costs will be included in the City 2003 Capital budget.
