Substitute ordinance to further amend the 2004 rates of pay of offices and positions in the City Service under control of the Common Council.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part  1.  Section 2 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2003 - December 22, 2002):
 
Under Salary Grade 007, following the title "Recycling Specialist", delete the footnote designation "2/" and add the footnote designation "3/".
 
Part  2.  Section 2 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Salary Grade 003, add the title "Human Resources Information Analyst."
 
Under Salary Grade 005, delete the title "City Web Administrator" and add the title "Human Resources Information Analyst-Senior."
 
Under Salary Grade 006, add the title "Internet Services Coordinator."
 
Under Salary Grade 007, delete the title "Human Resources Training Specialist" and add the title "Recruiting and Training Specialist."
 
Under Salary Grade 008, delete the title "Employment Administrator."
 
Under Salary Grade 009, delete the title "Capital Planning and Finance Specialist."
 
Under Salary Grade 010, delete the title "Program Evaluation Specialist" and add the title "Fiscal Planning Specialist-Senior."
 
Under Salary Grade 011, delete the titles "Budget and Management Team Leader", "Information Resource Manager" and "Worker's Compensation and Safety Manager" and add the titles "Budget and Policy Manager", "Employment Manager" and "Policy and Administration Manager."
 
Under Salary Grade 012, delete the titles "Geographic Information Systems Manager" and "Systems Analyst-Manager" and add the titles "Budget and Policy Manager-Senior", "Applications Development Manager", Enterprise Information Manager" and "Worker's Compensation and Safety Manager."
 
Under Salary Grade 013, delete the title "Assistant City Librarian" and add the title "Manager of Neighborhood and Extension Services."
 
Under Salary Grade 015, delete the title "Deputy City Librarian" and add the title "Manager of Central Library Services."
 
Part  3.  Section 3 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 260, delete footnote designation "5/" after the title "Vehicle Services Technician-Heavy" and delete footnote "5/" in its entirety.
 
Part  4.  Section 5 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 338, add the title "Document Technician."
 
Part  5.  Section 5 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 435, add footnote designation "4/" after the title "Accounting Assistant I" and add footnote "4/" to read as follows: "Effective Pay Period 1, 2004, one position held by Candace Hoyt, in the Department of Public Works, to be paid at rates consistent with Pay Range 934 while performing contract administrator duties. Effective December 15, 2003 through December 20, 2003, Candace Hoyt shall be paid the biweekly rate of $1,474.74 instead of $1,314.74.
 
Part  6.  Section 11 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 642, delete the title "Laboratory Information Systems Technical Specialist."
 
Part  7.  Section 12 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2003 - November 23, 2003):
 
Under Pay Range 666, amend footnote "1/" by adding the following second sentence: "Effective Pay Period 25, 2003, Public Health Nurses assigned on a full-time basis with full responsibilities to the job assignment of PHN Coordinator-Adolescent School Health(ASHP) shall also be eligible for the $45 biweekly premium."
 
Part  8.  Section 14 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2001 - December 24, 2000):
 
Under Pay Range 704, eliminate the biweekly rates of pay and substitute in lieu thereof the following biweekly rates of pay:
$1,220.25  1,247.61   1,276.42   1,306.72   1,338.65
 
Under Pay Range 710, eliminate the biweekly rates of pay and substitute in lieu thereof the following biweekly rates of pay:
$1,269.34   1,296.71   1,325.46   1,355.84   1,397.21
 
Part  9.  Section 14 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2002 - December 23, 2001):
 
Under Pay Range 704, eliminate the biweekly rates of pay and substitute in lieu thereof the following biweekly rates of pay:
 
  $1,256.86   1,285.04   1,314.71   1,345.92   1,378.81
 
Eliminate footnote 1/ and substitute in lieu thereof the following:  1/ Bridge Operators assigned to the maintenance crew on a full-day basis will be paid a premium of $.50 per hour effective Pay Period 1, 2002 (December 23, 2001).
 
Under Pay Range 710, eliminate the biweekly rates of pay and substitute in lieu thereof the following biweekly rates of pay:
 
            $1,323.42      1,351.61      1,381.22      1,412.52      1,455.13
 
Eliminate footnote 1/ and substitute in lieu thereof the following:  1/ Bridge Operator Lead Workers assigned to the maintenance crew on a full-day basis will be paid a premium of $.50 per hour effective Pay Period 1, 2002 (December 23, 2001).
 
Part  10.  Section 21 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Under Pay Range 857 add the title "Vehicle Operations Training Coordinator 1/" and delete the current footnote "1/" and recreate is as follows: "1/ Employees promoted from the Fire Lieutenant, Administrative Fire Lieutenant, or Vehicle Operations Instructor classification to the Fire Captain, Administrative Fire Captain, or Vehicle Operations Training Coordinator classification shall be appointed at the fourth step of pay range 857."
 
Under Pay Range 863, add the title "MMRS Coordinator."
 
Under Pay Range 863, delete the title "Battalion Chief, Vehicle Operations 1/."
 
Part  11.  Section 23 of ordinance File Number 030414 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2004 - December 21, 2003):
 
Delete the biweekly rate shown for Pay Range 934, and substitute the following rate:

Part  12.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
 
Part  13.  The provisions of Part 8 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2001 (December 24, 2000)
 
The provisions of Part 9 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2002 (December 23, 2001)
 
The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2003 (December 22, 2002)
 
The provisions of Part 7 of this ordinance are deemed to have been in force and effect from and after Pay Period 25, 2003  (November 23, 2003):
 
The provisions of Part 2, 3, 4, 5, 6 10 & 11 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2004 (December 21, 2003)
 
The provisions of all other parts of this ordinance are deemed to have been in force and effect from and after the first day of the first pay period following passage and publication.
 
Part  14.  The provisions of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
 
Part  15.  This ordinance will take effect and be in force from and after its passage and publication.
