Title
Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $554,000 for a total estimated cost of these projects being $2,216,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $554,000 with the total cost estimated to be $2,216,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
3rd Aldermanic District
N. Bremen St. - E. Wright St. to E. Clarke St. (SM495130024): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $139,000. This project is anticipated to be completed during the 2013 construction season.
4th and 12th Aldermanic Districts
Sixth Street Viaduct Cable-Stayed Bridges (BR100120103): Consultant design services for in-depth inspection of the cable stay bridges. (City Share Non-assessable Structure Fund -- $35,000, Additional Funds). The total estimated cost for this project including the requested amount is $360,000. This project is anticipated to be completed during 2013.
6th Aldermanic District
N. 8th St. - W. Cherry St. to W. Vliet St. (SM495130026): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $87,000. This project is anticipated to be completed during the 2014 construction season.
8th Aldermanic District
S. 33rd St. - W. Greenfield Ave. to W. Branting Ln. (SM495130025): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $146,000. This project is anticipated to be completed during the 2014 construction season.
10th Aldermanic District
N. 60th St. - W. McKinley Ave. to W. Vliet St. (SM495120028): Relaying storm sewer and sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000, Additional Funds). The total estimated cost for this project including the requested amount is $540,000. This project is anticipated to be completed during the 2013 construction season.
12th Aldermanic District
E. Greenfield Ave. - C. & N.W. Railway Right-of-Way to the Kinnickinnic River (SM493130103): Best Management Practices (BMPs) for storm water quality. (Nonassessable TSS Removal Fund -- $5,000). The total estimated cost for this project including the requested amount is $200,000. This project is anticipated to be completed during the 2013 construction season.
S. 5th St. - W. Bruce St. to W. Scott St. (SM495130027): Combined and large diameter sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $294,000. This project is anticipated to be completed during the 2014 construction season.
Various Locations
Bridge Indirect and Administration (BR100130103): Preliminary engineering and administration of bridge projects. (City Share Non-assessable Structure Fund -- $125,000). The total estimated cost for this project is $125,000. This project is anticipated to be completed during 2013.
Bridge Safety Inspection (BR100130104): Federal and State mandated safety inspection of in-service bridges. (City Share Non-assessable Structure Fund -- $125,000). The total estimated cost for this project is $125,000. This project is anticipated to be completed during 2013.
Tree planting for paving projects (ST211130178): (Nonassessable Reconstruction Paving Fund -- $200,000). The total estimated cost for this project is $200,000. This project is anticipated to be completed during the 2013 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
