Analysis
Current code suspends parking time limits - allowing free street parking - for the following 7 calendar days:
 
New Year's Day - January 1st
Dr. Martin Luther King, Jr. Day - 3rd Monday in January
Memorial Day - last Monday in May
Independence Day - July 4th
Labor Day - first Monday in September
Thanksgiving Day - 4th Thursday in November
Christmas Day - December 25th
 
This ordinance expands this list to include any day designated as a paid holiday day-off for city employees.
 
This ordinance effectively adds a minimum of 4 days to the list of days exempt from parking time limits - Good Friday, the day following Thanksgiving, the last weekday before Christmas and the last weekday before New Year's Day. In addition, the suspension of parking time limits will be extended to additional days whenever New Year's Day, Independence Day or Christmas Day fall on a weekend.
 
The city will save parking enforcement costs, but forego any potential parking meter or parking citation revenues for the 4 days this ordinance adds to the list of parking time limit exemptions and whenever New Year's Day, Independence Day or Christmas Day fall on a weekend.
 
Body
Whereas, The City wishes to engender goodwill among the public, and to promote city living as a reasonable, pleasant and attractive lifestyle; and
 
Whereas, Issuing parking citations to residents on days widely perceived by the general public as holidays exempt from normal parking regulations, especially on days known to be holidays for city employees and for services, can seem unreasonable, mean-spirited and engender ill-will among residents; and
 
Whereas, Amending the City's Code of Ordinances to exempt parking time limits on days widely perceived by the public as holidays will promote city living as a reasonable, pleasant and attractive lifestyle; now, therefore,
 
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 101-28-2 of the code is repealed and recreated to read:
101-28. Time Limits on Parking Regulations.
2. Holidays. The term holiday shall include:
a.      New Year's Day - January 1.
b.      The Monday following January 1 if January 1 is a Saturday or Sunday.
c.      Dr. Martin Luther King Jr.'s birthday - the 3rd Monday in January.
d.      Good Friday.
e.      Memorial Day - the last Monday in May.
f.      Independence Day - July 4.
g.      The Friday preceding July 4 if July 4 is a Saturday, or the Monday following July 4 if July 4 is a Sunday.
h.      Labor Day - the 1st Monday in September.
i.      Thanksgiving Day - the 4th Thursday in November or the day designated by the governor of Wisconsin each year as a day of public thanksgiving.
j.      The day after Thanksgiving Day.
k.      Christmas Day - December 25.
l.      The Monday following December 25 if December 25 is a Saturday or Sunday.
m.      The last normal work day for general city employees before Christmas Day.
n.      The last normal work day for general city employees before New Year's Day.
