Title
Resolution approving a Cooperation Agreement and a License Agreement among the Redevelopment Authority of the City of Milwaukee (“RACM”), Milwaukee Area Technical College (“MATC”), and Milwaukee Area Technical College Foundation (“MATC Foundation”) for development and operation of an Electrical Power Distribution / Line Mechanic Training Program on a portion of the RACM-owned properties located at 3010 West North Avenue, 3014 West North Avenue, and 3001 West Meinecke Avenue (“Project Site”).

Whereas, The MATC is a premier technical college that provides educational and training opportunities for its students through diverse course offerings and apprenticeship programs, which include, among other things, skilled trades; and
Whereas, The Wisconsin Legislature, in Wis. Stat. 38.001, found that it is in the public interest for MATC, a technical college, to offer courses and programs that enable students to gain occupational skills and job training necessary to fully participate in the work force; that facilitate educational options and foster economic development; and that function cooperatively with other governmental bodies; and
Whereas, the MATC Foundation’s mission is “to support student success and enhance learning by engaging those who are passionate about the MATC and the community it benefits”; and
Whereas, RACM owns the vacant properties at the 30th & North site (Site), at 3010 West North Avenue, 3014 West North Avenue, and 3001 West Meinecke Avenue which have been identified as an ideal location for a facility for an MATC training program for Electrical Power Distribution / Line Mechanics (the “Program”); and
Whereas, RACM is a Wis. Stat. 66.1333 entity permitted to cooperate with the City in furtherance of blight reduction and redevelopment; and
Whereas, RACM, MATC, and MATC Foundation share a common goal of promoting job training programs in Milwaukee and a facility located at the Project Site would be the first of its kind in Milwaukee, promoting access to good paying jobs for local residents; and
Whereas, RACM, MATC, and MATC Foundation negotiated a Cooperation Agreement to implement the development of the training facility and facilitate the Program on a portion of the Project Site; and
Whereas, RACM and MATC have negotiated a License Agreement for entry and occupancy of the facility in connection with the Program; and
Whereas, pursuant to the Cooperation Agreement, the proposed budget for the Program requires certain philanthropic contributions, which the MATC Foundation will facilitate. The fundraising goal for development of the Project Site is approximately $234,000, based upon current cost estimates for the construction work. Such work will not be initiated until the parties agree that sufficient funding has been secured, and it is contemplated that the MATC Foundation will facilitate the payment to RACM for its work via an escrow account and that RACM will manage the construction of the Project Site elements. The initial cohort of students is anticipated to commence classes in the Fall 2023 semester, with a minimum one-year Program commitment and three additional one-year options to renew the Cooperation Agreement; and
Whereas, pursuant to the License Agreement, RACM will grant MATC a license to enter and occupy the Project Site as well as access to that certain roadway serving the project site, with the initial term of the License anticipated to be effective from January 1, 2023 through December 31, 2024, with a minimum one-year Program commitment and three additional one-year options to renew the License Agreement. In addition, MATC will undertake certain maintenance obligations with respect to the Project Site; now, therefore, be it
Resolved, By RACM, that the proper officers of the RACM are hereby authorized and directed to sign the Cooperation Agreement and the License Agreement for the Site in order to advance the training facility construction and operation; and be it
Further Resolved, That the proper RACM officials are authorized to make non-substantive changes to the Cooperation Agreement and License Agreement prior to signing, without further RACM action as necessary to achieve the intent of RACM’s action
Further Resolved, That RACM staff members are directed to submit this Resolution to the City Clerk for consideration by the City Common Council; and be it
Further Resolved, That RACM staff members are directed to take such further actions and enter into any ancillary agreements as are required to effectuate the intent of this resolution and the contribution and actions approved hereby.
