- ANALYSIS - This resolution authorizes the Commissioner of Public Works to issue a permit to Stevens Construction, a general contractor, allowing use of the public alley in the block bound by West Lisbon Avenue, North 51st Street, West Meinecke Avenue, and North 52nd Street for construction related activities associated with a new Housing Authority of the City of Milwaukee facility to be located at 5105 West Lisbon Avenue. Construction is expected to begin around the end of November 1998 and last until September 1, 1999.
 
 
BODY:
Whereas, The Housing Authority of the City of Milwaukee (HACM) plans to construct a new facility along the south side of West Lisbon Avenue between North 51st and North 52nd Streets; and
 
Whereas, HACM has hired Stevens Construction to construct the new facility; and
 
Whereas, On behalf of Stevens Construction, HACM has requested permission to use the entire alley in the block bound by West Lisbon Avenue, North 51st Street, West Meinecke Avenue, and North 52nd Street for construction related activities; and
 
Whereas, Construction of the new HACM facility is expected to take approximately nine (9) months beginning in late November of 1998 and lasting until about September 1, 1999; and
 
Whereas, The project site is of limited size and the new building will cover most of it; and
 
Whereas, Use of the adjacent alley for construction related activities would have less of an impact upon the surrounding neighborhood than would use of abutting streets; and
 
Whereas, The Commissioner of Public Works is authorized to issue permits for temporary occupancy of up to one-third of public rights-of-way while temporary use beyond that must be approved by the Common Council; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to issue a permit to Stevens Construction allowing the contractor to occupy the alley in the block bound by West Lisbon Avenue, North 51st Street, West Meinecke Avenue, and North 52nd Street during the course of constructing the new HACM facility at 5105 West Lisbon Avenue; and, be it
 
Further Resolved, That prior to issuing the permit, the Commissioner shall confirm that access to any non-HACM properties abutting the alley will not be affected by the proposed temporary occupancy; and, be it
 
Further Resolved, That the normal City fees charged for this temporary alley occupancy shall be waived.
