Title

Resolution declaring vacant lots located in the primary and/or secondary Lindsay Heights housing program target area surplus and authorizing sale of them to either the Neighborhood Improvement Development Corporation ("NIDC"), the Wisconsin Housing and Economic Development Authority ("WHEDA") or third party designees for new home construction, in the 17th Aldermanic District. (DCD-Real Estate)

Analysis

This resolution authorizes the sale of vacant lots for new home construction in the Lindsay Heights area.

Body

Whereas, The Department of City Development ("DCD") receives approximately 150 vacant lots through tax foreclosure each year; and

Whereas, A significant number of these lots are located in the primary and/or secondary City/WHEDA target area for the Lindsay Heights new home construction initiative; and

Whereas, These lots represent additional construction opportunities if assembled with land presently in the City of Milwaukee's inventory; and

Whereas, The DCD requests authorization to convey, without further Common Council action, current and future lots necessary to fulfill the City's commitment to this initiative, provided that such lots are deemed suitable in all aspects for the intended use by the City's Planning Director; and

Whereas, The Lindsay Heights program will be marketed and the lots will be sold in the manner prescribed in the City/WHEDA Agreement, a copy of which is attached to this Common Council File; and

Whereas, The City Plan Commission finds such lots to be surplus and has approved this method of disposition in the specific target area; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that suitable existing and any newly-acquired vacant lots located in the primary and/or secondary City/WHEDA Lindsay Heights target area are declared surplus; and, be it

Further Resolved, That the Commissioner of DCD is authorized and directed to cause the conveyance of said lots to NIDC, WHEDA or third party designees for the programmatic purposes described herein.
