Title
A substitute ordinance relating to the setting of a boundary line between the City of Greenfield and Milwaukee in the 11th Aldermanic District.
Analysis
This Ordinance provides for the attachment to the City of Milwaukee of the westerly portion of Armour Park and portions of the Wisconsin Electric Power Company right-of-way located immediately south of Armour Park in order to provide for implementation of the Indian Council of the Elderly Project as contemplated in the Intergovernmental Cooperation and Development Agreement-Indian Council of the Elderly Project.
Body
Whereas, Armour Park is part of the Milwaukee County Parks system and is bounded generally by Honey Creek, West Norwich Street, extended, and a Milwaukee alley located West of South 60th Street and is located partly within the City limits of Milwaukee and partly within the City limits of Greenfield; and
Whereas, Armour Park is generally undeveloped and has limited pedestrian and vehicular access due to its location and Milwaukee has agreed to construct a road to provide access to 60th Street from that part of Armour Park to be developed by Three Oaks Circle, Inc. and the Indian Council of the Elderly, Inc.; and
Whereas, Milwaukee County, Greenfield, Milwaukee, the Indian Council of the Elderly, Inc., the Sisters of St. Francis of Assissi, Inc., School Sisters of St. Francis, of St. Joseph's Convent of Milwaukee, Wisconsin, Inc., and Three Oaks Circle, Inc. have entered into an Intergovernmental Cooperation and Development Agreement-Indian Council of the Elderly Project providing for various exchanges of real property in order to modify the overall configuration of Armour Park and further contemplating the detachment of portions of Armour Park from Greenfield and attachment of the same to Milwaukee; and
Whereas, Milwaukee County and the Wisconsin Electric Power Company have each submitted petitions for Detachment and Annexation to the City of Milwaukee; and
Whereas, The City of Greenfield, Wisconsin adopted Ordinance No. 2389 providing for the detachment of certain lands which form the subject of this Ordinance from the City of Greenfield; now, therefore, be it
Resolved, By the Mayor and Common Council of the City of Milwaukee, that pursuant to sec. 66.0227, Stats. and upon the petition of Milwaukee County and the Wisconsin Electric Power Company the following territory is hereby annexed by the City of Milwaukee in order that it may be attached to and become part of the City of Milwaukee:
Tax Key Nos. 572-8997, 572-8999 & 572-9000 (Parcel "A") - Being a part of the Northeast ¼ and the Southeast ¼ of the Northeast ¼ of Section 22, Town 6 North, Range 21 East in the City of Greenfield, Milwaukee County, Wisconsin bounded and described as follows: Commencing at the Northeast corner of the Northeast ¼ of Section 22; thence South 00° 12' 40" West along the East line of said ¼ Section, 1368.26 feet; thence South 87° 48' 40" West along the North line of a Wisconsin Electric Power Company right-of-way 555.03 feet to the point of beginning of the land to be annexed; thence continue South 87° 48' 40" West, 318.19 feet along said North line; thence North 00° 12' 40" East, 48.86 feet; thence South 88° 13' 00" West, 370.05 feet to a point; thence North 00° 12' 37" East, 670.10 feet; thence North 88° 00' 00" East, 688.25 feet; thence South 00° 12' 40" West along the City of Milwaukee and City of Greenfield corporate limit line, 719.31 feet to the point of beginning. Containing 476,915.6 square feet (10.948 acres) of land.
Which lands are more commonly known as the west portion of Armour Park (Milwaukee County) which lies within the corporate limits of the City of Greenfield. That the intent to file a petition is done in accordance with Section 66.0227 Wis. Stats.

Further Resolved, That a Portion of Tax Key No. 572-8975 (Parcel "B") - Being a part of the Southeast ¼ of the Northeast ¼ of Section 22, Town 6 North, Range 21 East in the City of Greenfield, Milwaukee County, Wisconsin bounded and described as follows: Commencing at the Northeast corner of the Northeast ¼ of Section 22; thence South 00° 12' 40" West along the East line of said ¼ Section 1368.26 feet; thence South 87° 48' 40" West 24.77 feet to a point on the existing West right-of-way line for South 60th Street and the point of beginning of the land to be described; thence South 00° 12' 40" West, along said right-of-way, 200.74 feet to a point on the South right-of-way line of the Wisconsin Electric Power Company's land; thence South 87° 50' 24" West along said South line, 363.03 feet to a point on the Easterly line of a 100 foot wide drainage easement; thence Northwesterly 243.14 feet along said Easterly line, said line being the arc of a curve with a radius of 550.00 feet, it's centerpoint to the Southwest, a central angle of 25° 19' 46" and a long chord that bears North 53° 44' 21" West, 241.17 feet to a point of tangency; thence North 66° 24' 14" West along said line, 115.90 feet to a point on the North right-of-way line of said Wisconsin Electric Power Company land; thence North 87° 48' 40" East along said North line 664.68 feet to the point of beginning. Containing 97,779.4 square feet (2.245 acres) of land.
