Title

 Resolution relating to acceptance and funding of the 2024 NIBIN Enhanced Capacity Initiative Grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a 2024     Milwaukee National Integrated Ballistic Information Network (NIBIN) Enhanced Capacity Initiative grant from the Byrne Memorial Justice Assistance Grant Program through the U.S. Department of Justice of in the amount of $50,000 with a city share of $0 and a grantor share of $50,000. This grant will fund overtime for MPD personnel for test firing and analysis of recovered guns used in crimes as well as testing, analyzing, and entering ballistic evidence of correlated bullet casings.   

Body

Whereas, Under AL#97.067, the City of Milwaukee appears to be eligible for grant funds from the Byrne Memorial Justice Assistance Grant Program to enhance MPD’s NIBIN investigative leads when firearm related incidents occur and guns are recovered; and

 

Whereas, The operation of this grant from 6/01/2024 to 9/30/2024 would cost $50,000 of which, $0 would be provided by the city and $50,000 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2024 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2024 NIBIN Enhanced Initiative Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.
