Title
Resolution authorizing the Milwaukee Board of School Directors and the Milwaukee Public Schools to grant a federal interest lien in order to initiate construction funded by federal funds.
Analysis
This resolution authorizes the Milwaukee Board of School Directors and the Milwaukee Public Schools to impact titles for certain school properties in order to utilize federal Elementary and Secondary School Emergency Relief (ESSER) funds to initiate construction projects on properties held by the City of Milwaukee.
Body
Whereas, The Milwaukee Board of School Directors and the Milwaukee Public Schools (MPS) intend to initiate the following projects to improve existing educational facilities using federal Elementary and Secondary School Emergency Relief (ESSER) funds:
• Fairview School will be receiving a 4-classroom addition along with a bigger gymnasium space.
• Milwaukee High School of the Arts will be receiving an addition to expand its dance studio space and additional renovations of interior spaces.
• Vincent High School will be adding a building to accommodate its agricultural program and will renovate interior spaces at a later phase.
• Nutrition Services is renovating an existing portion of the old Rufus King Middle School site and constructing a small addition for its office operations and kitchen staff training.
• Reagan High School will be receiving 4 science classrooms, a bigger gymnasium space, fitness center, field reconstruction and 8 tennis courts.
• Greenfield School will be receiving a 4-classroom addition and a kitchen renovation.

Whereas, MPS has received federal Elementary and Secondary School Emergency Relief (ESSER) funds, and has received approval from the Wisconsin Department of Public Instruction to expend those funds on the above construction projects.; and
Whereas, Federal ESSER grant rules require MPS to grant the federal government a federal interest in the form of a lien on the property title equal to the increased property value derived from the use of federal funds; and
Whereas, Under §119.61, Wis. Stats, the City of Milwaukee holds title to MPS properties and, therefore, must authorize any action that impacts title.; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Board of School Directors and the Milwaukee Public Schools are authorized to take the necessary actions to complete the construction projects listed above, including granting federal interest liens and impacting titles for the selected school properties listed in this resolution.
