Title

Substitute resolution directing the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation changing the deadline by which the Mayor of a city of the First Class must submit his or her proposed executive budget.

Analysis

This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation changing the deadline by which the Milwaukee Mayor must submit his or her proposed executive budget from September 28 to July 30 of each year.

 

Body

Whereas, State law requires the Mayor of a city of the first class, like Milwaukee, to submit a proposed executive budget to the Common Council by September 28 of each year (s. 65.20(1)(e), Wis. Stats.); and

 

Whereas, State law further requires that the Common Council adopt the proposed budget, including any changes made to the proposed budget by the Common Council, on or before November 14 of each year (s. 65.05(4), Wis. Stats.); and

 

Whereas, The interval between September 28 and November 14 provides an opportunity for members of the Common Council, residents, community leaders and other stakeholders to examine the proposed budget and carry out a dialogue about how the proposed budget impacts residents, maintains or changes City policies and services, addresses infrastructure and planning for the future, and a host of other issues of vital importance to Milwaukee residents and visitors; and

 

Whereas, Adequate time for this examination and dialogue process is necessary to allow each council member to thoroughly inform themself of their constituent’s priorities and concerns for Milwaukee, and to develop carefully considered ideas for how best to change the proposed budget to address those priorities and concerns; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to seek introduction and passage of legislation changing the deadline by which the Milwaukee Mayor must submit his or her proposed executive budget from September 28 to July 30 of each year; and, be it

 

Further Resolved, That File Number 180898 is amended by inserting the following item in the document attached to the file and identified as “2019-2020 State Legislative Package Proposals”:

Amend s. 65.20(1)(e), Wis. Stats., to change the deadline by which the mayor of a city of the first class must submit a proposed budget from September 28 to July 30.
