Title:
Resolution authorizing acceptance and funding for the City of Milwaukee's participation in a County Judicial Oversight Grant (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Judicial Oversight Grant from the U.S. Department of Justice, Office of Justice Programs through the Milwaukee County's Judicial Oversight Demonstration Grant in the amount of $421,431 with a grantor share of $244,860 and a city share of $176,571. The purpose of the project is to enhance programs and services for victims and perpetrators of domestic violence in Milwaukee County. This grant also funds one exempt Administrative Services Specialist position for twenty-one months. This position will serve as a liaison between the Milwaukee Police Department and the Judicial Oversight Initiative project.

Whereas, Although the Milwaukee Commission on Domestic Violence and Sexual Assault has helped the Milwaukee community make significant strides toward ending domestic violence, there remains a need to improve victim services and enhance offender accountability; and
Whereas, The U.S. Department of Justice, Office of Justice Programs has awarded Milwaukee County a Judicial Oversight Demonstration Grant to pursue these improvements; and
Whereas, The Common Council authorized the City of Milwaukee's participation in the application for this grant in file 990246; and
Whereas, The Milwaukee Police Department would be a participating agency in the implementation of this program; and
Whereas, The operation of this program from January 1, 2003 to September 30, 2004 would cost $421,431, of which $244,860 (58%) would be provided by the grantor and $176,571 (42%) would be provided by the city; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept the grant without further approval unless its terms change as indicated in Common Council File 940843; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Judicial Oversight Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;
3. Establish the necessary City share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Enter into an Intergovernmental Cooperation Agreement with Milwaukee County; and
2. Expend from the amount budgeted for specified purposes as indicated in the project budget and incur costs consistent with the award date; and
3. Expend from the 2003 grant budget funds for specified items of equipment.

Further Resolved, That the 2003 and 2004 positions Ordinances be amended as follows to reflect the additional position and related footnote:
