Analysis

IN:SITE is a local arts organization fostering the creation of temporary public art.  IN:SITE is planning an "Art on Fond du Lac" initiative for art installations along West Fond du Lac Avenue between North 17^th Street and North 37^th Street, including an intersection painting at the intersection of West Locust Street.  This resolution authorizes City officials to issue a permit to IN:SITE to close the intersection of West Fond du Lac Avenue and West Locust Street for one Sunday, and permission to install an intersection painting.

Body

Whereas, IN:SITE is a local arts organization fostering the creation of temporary art; and

Whereas, IN:SITE is planning an "Art on Fond du Lac" initiative for art installation along West Fond du Lac Avenue between North 17^th Street and North 37^th Street, opening on June 29, 2013; and

Whereas, The Department of Public Works has agreed to allow an intersection painting in the intersection of West Fond du Lac Avenue and West Locust Street; and

Whereas, The intersection painting has been designed by local artist Reginald Baylor, and is titled "A Common Denominator"; and

Whereas, Intersection paintings have been installed at other major cities throughout the world; and

Whereas, The milk-based paint is nontoxic and will wear away over time; and

Whereas, The intersection closure to allow the installation will be Sunday June 9, 2013, with rain dates of June 16 and June 23; and

Whereas, The Department of Public Works will work with IN:SITE to insure that all proper traffic control will be in place; and

Whereas, The Commissioner of Public Works may approve temporary occupancy of up to one-third of the public right of way, while temporary use beyond that point must be approved by the Common Council; now, therefore be it

Resolved, By the Common Council of the City of Milwaukee that the appropriate City officials are hereby authorized to issue a permit to IN:SITE allowing the closure of the intersection of West Fond du Lac Avenue and West Locust Street on Sunday, June 9, 2013 (with rain dates of June 16 and June 23), and for the installation of an intersection painting.
