Resolution relating to an Intergovernmental Cooperation Agreement Between the City of Milwaukee and the City of Chicago for the Provision of Law Enforcement Personnel During the 2024 Democratic National Convention held in Chicago, Illinois.
Analysis
This resolution authorizes the Chief of Police to enter into an Intergovernmental Cooperation Agreement between the City of Milwaukee and the City of Chicago relating to the provision of Milwaukee Police Department law enforcement services at the 2024 Democratic National Convention to be held in Chicago Illinois on August 19-22, 2024. This authorization is subject to City Attorney and Wisconsin Attorney General review and approval of the Agreement.
Body
Whereas, the 2024 Democratic National Convention will be held in Chicago, Illinois, on August 19-22, 2024; and
Whereas, The federal government has designated the Democratic National Convention as a National Special Security Event, meaning that extraordinary security measures must be implemented for this event; and
Whereas, The Chicago Police Department has determined that, in order to meet the security demands for a National Special Security Event, it will need the assistance of officers from outside law enforcement agencies to augment its personnel for the week of the event (August 14-20, 2024); and
Whereas, The City of Chicago has requested the City of Milwaukee to send 75 police officers to work alongside Chicago Police Department members during the week of the 2024 Democratic National Convention; and
Whereas, Milwaukee Police Department officers assigned to the 2024 Democratic National Convention will be used in assignments that range from providing security at delegate hotels and on delegate buses to performing traffic and crowd control; and
Whereas, The City of Milwaukee, through MPD, requests to provide law enforcement services for the 2024 Democratic National Convention in Chicago pursuant to the police powers and law enforcement authority granted under the laws of the State of Wisconsin and City of Milwaukee; and
The City of Milwaukee will be reimbursed for time and expenses related to the provision of law enforcement services at the 2024 Democratic National Convention; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Chief of Police is authorized to enter into an Intergovernmental Cooperation Agreement between the City of Milwaukee and the City of Chicago relating to the provision of Milwaukee Police Department law enforcement services at the 2024 Democratic National Convention, provided the Agreement is reviewed and approved by the City Attorney and the Wisconsin Attorney General; and, be it
Further Resolved, That MPD personnel may not and will not act with some or all of the arrest or other police authority of a law enforcement officer of any law enforcement agency in the State of Illinois; and, be it
Further Resolved, That MPD personnel selected for the provision of law enforcement services at the 2024 Democratic National Convention under the Intergovernmental Cooperation Agreement shall undergo training and fully participate in public safety and security operations with other police departments from throughout the United States; and, be it
Further Resolved, That MPD shall keep and maintain the appropriate books and records, as specified in the Intergovernmental Cooperation Agreement, of the salaries and other compensation earned by MPD personnel during the period of their service in conjunction with the 2024 Democratic National Convention, as well as all other verifiable “mission-related expenses” associated with their participation in this effort, and shall submit a completed Reimbursement Payment Form to the City Comptroller for review at the conclusion of MPD’s participation in this effort; and, be it
Further Resolved, That the Milwaukee Police Department shall submit the Reimbursement Payment Form, and other applicable documentation required pursuant to the Intergovernmental Cooperation Agreement, to the City of Chicago for reimbursement to the City of Milwaukee in accordance with the provisions of the Intergovernmental Cooperation Agreement; and, be it
Further Resolved, That the City Comptroller is authorized to:
Commit funds within the Project/Grant Parent of the 2024 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled “2024 Democratic National Convention”:

Further Resolved, That these funds are budgeted for the Milwaukee Police Department, which is authorized to expend the funds for overtime and other expenses (e.g., transportation, food, etc.) related to the deployment of Milwaukee Police Department personnel to the 2024 Democratic National Convention in Chicago; and, be it
Further Resolved, That the City’s approval of the Intergovernmental Cooperation Agreement and execution of the agreement by the proper City officials is contingent upon approval of the Agreement by the Wisconsin Attorney General, as required by s. 66.0303, Wis. Stats.; and, be it
Further Resolved, That the proper City officials are directed to execute the Intergovernmental Cooperation Agreement in a timely manner upon Attorney General approval of the Agreement.
