Resolution relative to application, acceptance and funding of a Beat Patrol Program Grant. (Police Dept.)
ANLS:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Beat Patrol Program Grant from the State of Wisconsin, Office of Justice Assistance, in the amount of $430,666 with a city share of $280,666 and a grantor share of $150,000. The purpose of the project is to work with residents to identify and resolve crime and quality of life issues which impact upon the neighborhood. .
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Office of Justice Assistance for additional beat patrol officers to work with the residents to identify and resolve crime and quality of life issues which impact upon the neighborhood; and
Whereas, The operation of this grant from 01/01/99 to 12/31/99 would cost $430,666 of which $280,666 (65%) would be provided by the city and $150,000 (35%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 1999 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project/program titled "beat patrol program grant":

2. Create a Special Revenue Fund - Grant and Aids Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
3. Establish the necessary grant performance submeasures; and, be it
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
Further Resolved, That the 1998 and 1999 Positions Ordinance be amended as follows to reflect the change in footnote (S):
(S) State Beat Patrol Grant: To expire 12/31/99 unless the Beat Patrol Grant, available from the State of Wisconsin, Office of Justice Assistance is extended.
