Analysis
This ordinance revises various provisions of the code for purposes of correcting errors, clarifying language and eliminating obsolete provisions.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 60-21-2-b to d of the code is repealed and recreated to read:
60-21.  Food Dealer's License.
2.  The amount of an annual food dealer's license shall be the following:

Part 2.  Section 60-91-7 of the code is repealed and recreated to read:
60-91.  Weighing and Measuring Device Licenses.
7.  VEHICLE SCALES.  Each license shall be issued for the calendar year.
a.  Public Vehicle Scales.  The fee for each public vehicle scale shall be $164.
b.  "Type I" Nonpublic Vehicle Scales.  The fee for each "type I" nonpublic vehicle scale shall be $121.
c.  "Type II" Nonpublic Vehicle Scales.  The fee for each "type II" nonpublic vehicle scale shall be $121.
d.  Late Fee.  There shall be an additional fee of $20 for the filing of a late renewal application after January 1 of each year.
e.  Duplicates.  The fee for a duplicate license specified in this subsection shall be $6.

Part 3.  Section 84-20-6-b of the code is amended to read:
84-20.  Parking Lots or Places.
6.  SIGNS POSTED.
b.  All signs posted [[after June 1, 1984,]] shall be a minimum size of 18 by 24 inches. The vertical height of the lettering for the rates shall be a minimum 3 inches, and the vertical height of other lettering shall be a minimum of 1.5 inches.
 
 
Part 4.  Section 92-3-7-h of the code is amended to read:
92-3.  Junk Collectors and Dealers.
7.  REGULATIONS.
h.  License Plates. Each vehicle used by a junk collector or junk dealer for business purposes shall have affixed to it in a prominent place a license plate or sticker with the words "junk collector" or "junk dealer" stamped on it. The plates shall be issued by the city clerk at the time the license is granted.  [[Effective May 2, 1992, the]] >>The<<city clerk shall issue only stickers to those applicants granted junk collector or junk dealer's licenses.
 
Part 5.  Section 105-75-7-a of the code is amended to read:
105-75.  Private Alarm Systems and Regulations.
7.  RENEWAL AND NON-RENEWAL.
a.  Procedure for Renewal. Applications for renewal shall be made to the city clerk.  The clerk shall refer the application for renewal to the chief of police for review. For any application for renewal of an alarm business license which expires on December 31, 2004, or later, the application shall state that among the services offered by the alarm business to alarm users is a private first responder service that verifies, in the case of an activated burglary alarm, that an attempted or actual crime has occurred at the alarm site before the alarm signal is transmitted to the police department.  If the chief of police files no information with the city clerk that could form the basis of an objection, the license shall be referred to the common council for approval unless a written objection has been filed with the city clerk at least [[30]] >>45<<days prior to the date on which the license expires.  This objection may be filed by any interested person.  If a written objection is filed, or if a determination is made that the applicant no longer meets the licensing qualifications, the application shall be forwarded to the licensing committee of the common council for its recommendation.
 
Part 6.  Section 200-33-26 of the code is repealed and recreated to read:
200-33.  Fees.
26.  LICENSED DWELLING FACILITIES.
a.  License Period.  Licenses shall be issued for a period of one year from the date of issuance.
 
Part 7.  Section 320-19-1 of the code is amended to read:
320-19.      Main Street Milwaukee Partners Board.
1.   There is created a main street Milwaukee partners board consisting of 9 members appointed for staggered 3-year terms [[and confirmed by the common council]].  Three members (one of whom shall be the chair of the community and economic development committee) shall  be appointed by the president of the common council.  Three members (one of whom shall be a community leader with community development experience and one of whom shall be a small business owner) shall be appointed by the mayor.  Three members shall be appointed by the local initiatives support corporation. >>All members shall be confirmed by the common council except the chair of the community and economic development committee.<<  A majority of the members shall be city residents, or own or operate a business located within the city of Milwaukee.  No member may participate in any decision that would directly assist any organization with which the member is associated or from which the member receives any financial benefit.
b.  Hotels.  The fee for a hotel permit shall be $225 per year. In addition the applicant shall pay the state of Wisconsin administrative fee, the amount of which is on file with the department of neighborhood services.
c.  Residential Living Facility.
c-1.  Type I facility (8 occupants or less): $75.
c-2.  Type II facility (9 occupants or more): $100.
d.  Rooming House: $150.
e.  Second Class Dwelling: $150.
f.  The commissioner shall charge a fee of $75 for the processing of a late license renewal application for each licensed dwelling facility.

Part 8.  Section 320-22-3-a of the code is amended to read:
320-22.  Milwaukee Commission on Domestic Violence and Sexual Assault.
3.  COMPOSITION.  a. >>A majority of commission members shall be city residents.<<The commission shall be composed of the following 33 members, each of whom shall be subject to confirmation by the common council:
