Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $132,000 for a total estimated cost of these projects being $2,319,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $132,000 with the total cost estimated to be $2,319,000.
Body
Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
 
1st Aldermanic District
 
N. 12th St. - W. Capitol Dr. to 200 feet m/l north of W. Capitol Dr. (SM495130084):  Sanitary Sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $22,000.  This project is anticipated to be completed during the 2014 construction season.
 
1st and 6th Aldermanic District
 
W. Capitol Dr. - N. 11th St. to N. 13th St. (SM495130085):  Sanitary Sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $58,000.  This project is anticipated to be completed during the 2014 construction season.
 
3rd and 6th Aldermanic District
 
E. Hadley St. - N. Holton St. to N. Humboldt Blvd. (SM495130078):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $20,000).  The total estimated cost for this project including the requested amount is $1,014,000.  This project is anticipated to be completed during the 2014 construction season.

W. Appleton Ave. - 70 feet m/l northwest of W. Derby Pl. to 25 feet m/l west of W. Derby Pl. (SM495130077):  Relaying storm sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $49,000.  This project is anticipated to be completed during the 2014 construction season.

W. Arthur Ave. - S. 33rd St. to S. 35th St. (WT410140688):  Relaying water main.  (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $8,000).  The total estimated cost for this project including the requested amount is $130,000.  This project is anticipated to be completed during the 2014 construction season.
 
W. Orchard St. - S. 21st St. to S. 23rd St. (SM495130083):  Combined large diameter sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $111,000.  This project is anticipated to be completed during the 2014 construction season.

W. Morgan Ave. - S. 15th St. to S. 15th Pl. (SM495130082):  Relaying sanitary sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $55,000.  This project is anticipated to be completed during the 2014 construction season.
 
S. 2nd St. - W. Howard Ave. to 430 feet m/l south of W. Norwich St. (SM495130079):  Sanitary Sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $67,000.  This project is anticipated to be completed during the 2014 construction season.

S. 15th St. - W. Oklahoma Ave. to W. Morgan Ave. (SM495130081):  Relaying sanitary and storm sewers.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $697,000.  This project is anticipated to be completed during the 2014 construction season.

S. Whitnall Ave. - E. Holt Ave. to E. Ohio Ave. (SM495130080):  Sanitary Sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $12,000).  The total estimated cost for this project including the requested amount is $46,000.  This project is anticipated to be completed during the 2014 construction season.
 
Various Aldermanic Districts
 
Asphalt surface by contract - various locations (ST211130206):  (Nonassessable Reconstruction Paving Fund -- $1,000).  The total estimated cost for this project including the requested amount is $70,000.  This project is anticipated to be completed during the 2013 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
 
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
