Title

Substitute resolution approving the City of Milwaukee 2010 bicycle plan and vision for 2020.

Analysis

This resolution approves the City of Milwaukee 2010 Bicycle Master Plan entitled “Milwaukee By Bike,” and directs appropriate agencies to consider the plan in grant submissions to state, federal and private agencies.  The resolution does not authorize specific applications for funds or the appropriation and expenditure of funds.

 

The resolution identifies new resources that may be available to the City from state and federal sources that may contribute to implementation of the plan.

 

Body

Whereas, The Milwaukee and Pedestrian Task Force and the Bike Plan Steering Committee have produced and submitted a Milwaukee by Bike 2010 Bicycle Master Plan to the Common Council for its endorsement; and

 

Whereas, The 2010 Plan provides short-term and long-term goals and a vision for bicycling in Milwaukee through 2020 and provides estimated projections of funding needed to accomplish these goals, but does not require, by this resolution, any appropriation or expenditure of funds; and

 

Whereas,  Substantial progress has been made in advancing bicycle facilities such as bicycle lanes and trails over the last 10 years to better serve City  residents; and

 

Whereas, Promotion of bicycling will provide health benefits to City residents and contribute to an improved environment by reducing consumption of gasoline and other pollutants; and

 

Whereas; New federal and state resources provide opportunities to fund and support the expansion of bicycle facilities in the City; and

 

Whereas; New resources for bicycle facilities include: the first-ever dedicated source of state funding in the amount of $2.5 million per year in the 2009-2011 budget; the state "Complete Streets" program requiring inclusion of pedestrian and bicycle planning in new or reconstruction road projects; and new federal funding to Wisconsin that includes $6.2 million in Transportation Enhancements; and an additional $2.9 million for Bicycle and Pedestrian Facilities; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the 2010 Bicycle Master Plan proposed by the Bike Plan Steering Committee and the Bicycle and Pedestrian Task Force, a copy of which is attached to this file, is approved; and, be it

 

Further Resolved, That the Department of Public Works and other appropriate departments are directed to apply for funding from state, federal and private sources to implement the plan subject to specific approval by the Common Council: and, be it

 

Further Resolved, That the Bicycle and Pedestrian Task Force include information in its annual report to the Common Council about progress in implementation of the Bicycle Master Plan identifying available resources and all proposed changes.
