Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division to accept a Wisconsin Department of Natural Resources Urban Nonpoint Source and Storm Water Management Grant. The grant is allocated to fund the design and construction of a wet detention pond at North 91st Street and West Dean Road. Funding under this grant will enable the City to control pollutants, reduce the amount of storm water runoff entering the City's storm sewer system and reduce flooding in the area.
Body
Whereas, The project activities include the design and construction of a regional wet detention basin at North 91st Street and West Dean Road; and
 
Whereas, The purpose of the project is to treat stormwater runoff for an urban industrial storm sewer basin which will enable the City to control pollutants, reduce the amount of storm water runoff entering the City's storm sewer system and reduce flooding in the area; and
 
Whereas, The total cost of the project is $500,000 of which $250,000 is being offered to be granted by the Wisconsin DNR; and
 
Whereas, The local out-of -pocket City share required to receive the grant is $250,000; and
 
Whereas, It would appear that the City involvement in a grant aid project involving the Storm Water Management Program would result in the following major benefits to the City: controlling pollutants, reducing the amount of storm water runoff entering the City's storm sewer system and reducing flooding in the area; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee is hereby authorized to accept such a grant, related documents being attached to Common Council File Number 011489 and incorporated in this resolution by reference as though set forth in full; and, be it
 
Resolved, That after said grant document has been executed by the proper City officers, it shall be forwarded to the office of the City Engineer for approval and as to form and execution; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the year 2002 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program/project titled Wisconsin Department of Natural Resources Urban Nonpoint Source and Storm Water Management Grant:  Project/Grant  GR0000200000, Fund  0150, Org  9990, Program  0001, BY  0000, Subclass  R999, Account  000600, Project  Grantor Share, Amount  $250,000
 
2.  Create the necessary Grant and Aid Grant and Grant Levels, budget against these Grant Values the amount required under the grant agreement;
 
3.  Establish the necessary city share project values.
