Title
Substitute ordinance to further amend the 2005 rates of pay of offices and positions in the City Service under control of the Common Council.
 
Analysis
This substitute ordinance makes rates of pay changes to the rates of pay to the following:
Association of Municipal Attorneys, Local #494, IBEW, AFL-CIO, (Machine Shop), Department of Administration, City Attorney, Common Council-City Clerk's Office, Comptroller, Department of City Development, Department of Employee Relations, Employes' Retirement System, Department of Neighborhood Services, Health Department, Department of Public Works-Administration, Department of Public Works-Infrastructure, Department of Public Works-Water Works and City Treasurer.
 
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2005 - December 19, 2004):
 
Under Salary Grade 002, add the title "Labor Research Analyst".
 
Part 2.  Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 4, 2005 - January 30, 2005):
 
Under Salary Grade 001, delete the title "Credit Services Specialist" and "Rent Assistance Specialist I".
 
Under Salary Grade 002, delete the titles "Automated Systems Coordinator", "Environmental Specialist Coordinator" "Paralegal", "Real Estate Analyst", "Rent Assistance Inspector", "Rent Assistance Specialist II" and "Videographer" and delete the footnote designation "1/" following the title "Administrative Specialist" and delete footnote "1/" in its entirety.
 
Under Salary Grade 003, delete the titles "Housing Programs Specialist", "Housing Rehabilitation Specialist", "Medical Benefits Coordinator" and "Rent Assistance Specialist III".
 
Under Salary Grade 004, delete the titles "Graphics Coordinator", "Investigator/Adjuster", "Marketing Program Coordinator" and "Real Estate Analyst-Senior".
 
Under Salary Grade 005, delete the title "Housing Rehabilitation Specialist-Senior".
 
Part 3.  Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
 
Under Salary Grade 005, add the title "Legislative Library Manager".
 
Part 4.  Section 2a of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2003 - December 22, 2002):
 
Eliminate the rates of pay shown for Pay Range 148 and substitute the following rates in lieu thereof:

Under Pay Range 505, add the title and footnote designation "2/" following the title "Audiovisual Specialist II" and add the following footnote:

The provisions of Part 5 & 13 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2004 (December 21, 2003).
 
The provisions of Part 1, 6 & 14 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2005 (December 19, 2004).
 
The provisions of Part 2, 7 & 9 of this ordinance are deemed to be in force and effect from and after Pay Period 4, 2005 (January 30, 2005).
 
The provisions of all other parts of this ordinance are deemed to be in force and effect from and afte the first day of the first pay period following passage and publication.
 
Part 17.  This ordinance will take effect and be in force from and after its passage and publication.
