This ordinance amends the rate of pay for nonmanagement, nonrepresented and management employes, including elected officials, by increasing the base rates for salary grades by 2.5% for 1999 and 2.5% for 2000. A further adjustment is made with respect to the beginning step for certain elected officials in their respective salary grades for the 2000 - 2004 term: common council members will be placed on the fifth step and the president at the ninth step of salary grade 10; the mayor will be placed at the seventh step of salary grade 20. Effective pay period 10, 2001, and each year thereafter in pay period 10, these salaries shall be advanced by one step, based on rates in effect at the commencement of the 2000 term.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-100 of the code is repealed and recreated to read:
350-100. Salaries of Mayor and Members of the Common Council.
1. MAYOR. At the commencement of the 2000 term of office, the mayor's salary shall be placed at the seventh step of the salary grade to which the position is assigned under the management pay plan, based on rates in effect at the commencement of the 2000 term. Effective pay period 10, 2001, and in each year thereafter in pay period 10, the mayor's salary shall be advanced by one pay step within the assigned salary grade, based on rates in effect at the commencement of the term. This movement through the steps of the salary grade shall continue in subsequent terms of office, based on rates in effect at the commencement of the term, until the maximum of the grade has been attained.
2. COMMON COUNCIL MEMBERS. At the commencement of the 2000 term of office, the salary for members of the common council shall be at the fifth step of the salary grade to which this position is assigned under the management pay plan, based on rates in effect at the commencement of the 2000 term. Effective pay period 10, 2001, and each year thereafter in pay period 10, the salary shall be advanced by one step within the assigned salary grade, based on rates in effect at the commencement of the term. This movement through the steps of the salary grade shall continue in subsequent terms of office, based on rates in effect at the commencement of the term, until the maximum of the grade has been attained.
3. COMMON COUNCIL PRESIDENT. The salary of the president of the common council shall be at a rate which is 4 pay steps above that established for members of the common council under sub. 2.

Effective Pay Period 10, 2002, the President shall advance to the eleventh step of the grade, or $2,768.23 biweekly. Effective Pay Period 10, 2003, the President shall advance to the twelfth step of the grade, or $2,854.49 biweekly.

Under Salary Grade 020, delete the existing footnote "1/" for "Mayor" in its entirety, and substitute the following footnote: "1/ At the commencement of the 2000 term of office, the Mayor's salary shall be placed at the seventh step of the grade, or $4,636.45 biweekly. Effective Pay Period 10, 2001, the Mayor shall advance to the eighth step of the grade or $4,780.43 biweekly. Effective Pay Period 10, 2002, the Mayor shall advance to the ninth step of the grade, or $4,928.87 biweekly. Effective Pay Period 10, 2003, the Mayor shall advance to the tenth step of the grade, or $5,081.92 biweekly. The foregoing rates are those in effect at the commencement of the year 2000 term, and the pay step progression as authorized and provided for in s.350-100 of the Milwaukee Code of Ordinances.
Part 10. Section 3 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):
Under Pay Range 205, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $923.01, 986.38, 1,027.08, 1,048.48, 1,069.90, 1,091.24 and 1,126.66.
Part 11. Section 4 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):
Under Pay Range 329, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,019.90, 1,089.68, 1,111.75, 1,136.59 and 1,173.82.
Under Pay Range 330, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,065.35, 1,089.68, 1,111.75, 1,136.59, and 1,173.82.
Part 12. Section 5 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):
Under Pay Range 400, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $772.81, 832.32, 866.50, 882.58, 899.89, 918.66, 937.34 and 967.14.
Under Pay Range 404, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $815.73, 875.25, 911.61, 927.65, 945.06, 963.78, 982.53 and 1,012.27.
Under Pay Range 410, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $897.16, 917.56, 956.04, 977.47, 998.88, 1,020.23 and 1,055.68. In addition, above employees eligible for the Clerical Merit Increment shall be paid $ 1,077.69 biweekly.
Under Pay Range 415, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $942.64, 960.51, 1,001.16, 1,022.61, 1,043.97, 1,065.35 and 1,100.76. In addition, above employees eligible for the Clerical Merit Increment shall be paid $ 1,122.85 biweekly.
Under Pay Range 425, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,020.23, 1,044.60, 1,066.59, 1,091.40 and 1,128.66.
Under Pay Range 435, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,065.35, 1,089.68, 1,111.75, 1,136.59 and 1,173.82. In addition, above employees eligible for the Clerical Merit Increment shall be paid $1,201.31 or 1,230.27 biweekly.
Under Pay Range 437, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,036.97, 1,059.62, 1,085.42, 1,108.87, 1,135.20, 1,162.94 and 1,192.11.
Under Pay Range 445, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,111.75, 1,136.59, 1,162.74, 1,190.22 and 1,230.27. In addition, above employees eligible for the Clerical Merit Increment shall be paid $1,261.20, 1,296.31 or 1,333.90 biweekly.
Under Pay Range 450, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,085.42, 1,108.87, 1,135.20, 1,162.94, 1,192.11, 1,222.83 and 1,255.64.
Under Pay Range 455, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,162.74, 1,190.22, 1,219.19, 1,250.11 and 1,296.31. In addition, above employees eligible for the Clerical Merit Increment shall be paid $1333.90 biweekly.
Under Pay Range 460, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,190.22, 1,219.19, 1,250.11, 1,285.21 and 1,333.90.
Under Pay Range 475, add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $1,222.83, 1,255.64, 1,292.87, 1,332.76, 1,374.35, 1,419.03 and 1,467.79.
Part 13. Section 6 of ordinance File Number 990705 relative to rates of pay of offices and positions in the City Service is hereby further amended as follows (Effective Pay Period 1, 2000 - December 26, 1999):
Under Pay Range 480, delete the paragraph at the end of the pay range and add the following paragraph: "Employees not represented by a certified collective bargaining unit shall be paid the following biweekly rates effective Pay Period 1, 2000: $678.87, 789.36, 831.13, 850.63, 871.71, 892.73, 913.81 and 937.95.

Part 16. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 17. The provisions of Parts 2-8 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1999 (December 27, 1998).
The provisions of Parts 9-15 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2000 (December 26, 1999).
Part 18. This ordinance will take effect and be in force from and after its passage and publication.
