Title
Substitute resolution approving a city group life insurance contract for 2003 through 2007 and appropriating $3,000 from the Common Council Contingent Fund for the services of the City's consultant in connection with implementation of the agreement.
Analysis
This substitute resolution awards the City's group life insurance contract for 2003 through 2007 to Mutual of Omaha. The resolution appropriates $3,000 from the Common Council Contingent Fund for consultant services in conjunction with the implementation of the contract. This resolution requires the City Attorney and the Executive Director of the Employes' Retirement System to negotiate a formal contract to be approved by the Common Council.

Whereas, The City has solicited proposals for the City's group life insurance contract for 2003 through 2007; and
Whereas, The City has retained the consulting services of William M. Mercer, Inc. to assist the City in preparing specifications developing a list of prospective bidders and evaluating the proposals that are received in response to the request for proposals; and
Whereas, The consultant has evaluated the proposals and has recommended the City award the proposal ot Mutual of Omaha with changes as referred to in its letter of recommendation and the Executive Director of the Employes' Retirement System and the City Attorney concur in this recommendation; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee as follows:
(1) the Common Council approves the recommendation of the selection of Mutual of Omaha as the City's group life insurance carrier for the period 2003 through 2007;
(2) a sum not to exceed $3,000 is appropriated from the Common Council Contingent Fund and set aside in a special account within the Contingent Fund for services involving the implementation of the award upon authorization for expenditure by the Executive Director of the Employes' Retirement System; and
(3) the Executive Director of the Employes' Retirement System and the City Attorney be and hereby are authorized to negotiate the terms of a formal agreement between Mutual of Omaha and the City of Milwaukee for approval by the Common Council; such agreement to incorporate the request for proposals, the proposal of Mutual of Omaha and the changes contained in the consultant's letter of recommendation.
