Title

Resolution relating to acceptance and funding of a U.S. Department of Agriculture Agricultural Marketing Service Regional Food System Partnerships Program grant.

 

Analysis

This resolution authorizes the Department of Administration - Community Development Grants Administration to accept and fund a grant from the USDA Agricultural Marketing Service Regional Food System Partnerships Program in the amount of $959,400.

 

Body

Whereas, Under the terms of CFDA #10.177, The City of Milwaukee appears to be eligible for a USDA Agricultural Marketing Service Regional Food System Partnerships Program grant; and

 

Whereas, The aim of the grant is to develop a model for regional food system transformation that will improve food access and strengthen economic opportunity in the City of Milwaukee and other distressed communities in the state. This multi-jurisdictional initiative will expand local food system infrastructure & capacity; provide technical assistance & resource navigation for food system enterprises in distressed communities; expand infrastructure for food recovery and composting; and pilot a free grocery store model for surplus food redistribution in Milwaukee; and

 

Whereas, The operation of this grant from 3/01/2026 to 2/28/2029 would cost $1,309,400 of which, $350,000 (~25%) would be provided by the city and $959,400 (~75%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Administration - Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

1.                     Commit funds within the Project/Grant Parent of the 2026 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled USDA Regional Food System Partnerships Program:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.                     Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Administration- Community Development Grants Administration, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That payments for all USDA- Agricultural Marketing Service Regional Food System Partnerships Program costs incurred shall be paid in accordance with approval by the Community Development Grants Administration and the City Comptroller; and, be it

 

Further Resolved, that should the USDA impose cuts in funding, the Mayor and the Community & Economic Development Committee shall have the authority to amend any or all projects proposed in this resolution; and, be it

 

Further Resolved, that should there be a delay in the Funding Approval and Grant Agreement from the USDA, the Community Development Grants Administration is authorized under CCFN 901873, adopted on March 5, 1991, to request the use of City funds for USDA- Agricultural Marketing Service Regional Food System Partnerships Program costs and activities through revenue anticipation note (RAN) authority identified in the annual City budget.
