Title
Resolution relating to acceptance and funding of a 2026-2027 High Intensity Drug Trafficking Areas Program grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a 2026-2027 High Intensity Drug Trafficking Areas Program grant from the Executive Office of the President Office of National Drug Control Policy in the amount of $320,959 with a city share of $262,715 and a grantor share of $58,244. The grant funds allow continued participation in the North Central High Intensity Drug Trafficking Areas Program. The purpose of the grant is to reduce violent crime by dismantling and disrupting drug networks and organizations that operate in the Milwaukee area and across the state. The grant will fund operational expenses, a portion of salary/fringe benefits for 1 Police Services Specialist Investigator (PSSI) and overtime for 7 Police Officers assigned to the HIDTA task forces including the Drug Gang and Interdiction task forces as well as the Milwaukee Metropolitan Drug Enforcement Group and the Investigative Support Center

Whereas, Under the terms of CFDA #95.001, the City of Milwaukee appears to be eligible for grant funds from the Executive Office of the President Office of National Drug Control Policy to continue participation in the North Central High Intensity Drug Trafficking Areas Program to reduce violent crime by dismantling and disrupting drug networks and organizations that operate in the Milwaukee area and across the state; and
Whereas, The operation of this grant from 1/1/2026 to 12/31/2027 would cost $320,959 of which, $58,244 (18%) would be provided by the city and $262,715 (82%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2026 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2026 High Intensity Drug Trafficking Areas (HIDTA) Program Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent; and
3. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the 2026 Positions Ordinance be amended as follows to reflect the change in footnote (K):
