Analysis

This resolution designates the National Incident Management System (NIMS) as the basis for all incident management in the City of Milwaukee as required by Executive Order (HSPD)-5 by the President of the United States.

 

Body

Whereas, September 11, 2001 prefaced the realization that there needed to be established a mechanism that provides a consistent nationwide template to enable federal, state, local, and tribal governments and private-sector and nongovernmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from all domestic incidents, including acts of catastrophic terrorism; and

 

Whereas, That mechanism has been developed in the National Incident Management System (NIMS) Policy by Executive Order by the President of the United States in Homeland Security Presidential Directive (HSPD)-5; and

 

Whereas, The NIMS standardizes procedures for managing personnel, communications, facilities and resources to improve the state's ability to utilize federal funding to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes; and

 

Whereas, The NIMS system would connect all federal, state and local agencies, providing interaction in sharing necessary information in the event of a national emergency or attack; and

 

Whereas, NIMS now requires, that if financial considerations of the federal government are to be received by local government, that they must be NIMS compliant; and

 

Whereas, While exact requirements have not yet be finalized, based on present documentation, compliance with NIMS will necessitate:

                     Adoption of a resolution agreeing to implement and comply with NIMS

                     Actually meeting the NIMS requirements, to do the necessary work before a crisis to help prevent the preventable, respond to and recover from whatever disaster occurs in a community

                     Create standing relationships that will provide a process for planning, preparation, response, and recovery

; and

 

Whereas, The Incident Command System components of NIMS are already an integral part of various incident management activities throughout the state, including current emergency management training programs; and

 

Whereas, The Milwaukee Fire Department has applied for, accepted, and received grants as a result of having already adopted policies and procedures that are consistent with the Incident Command System components of United States Department of Homeland Security NIMS concepts and standards; and

 

Whereas, To maintain eligibility for preparedness assistance grants and contracts from the United States Department of Homeland Security, it is necessary for the City of Milwaukee to adopt NIMS standards, to the extent provided by law, for providing preparedness assistance required by grants, contracts or other activities to local governments; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee adopts the National Incident Management System (NIMS), to the extent provided by federal, state, county, and municipal law, as the standard for incident management.
