Title
Substitute resolution authorizing the use of Community Development Block Grant Reprogramming funds for health care of uninsured persons at Milwaukee Health Services, Inc.
Analysis
This resolution declares the intent of the Common Council, subject to the availability of Year 2004 Community Development Block Grant reprogramming funds, to allocate $150,000 to Milwaukee Health Services, Inc for the purpose of providing heath care to uninsured persons, and imposes certain conditions in connection with such funding relating to payment of past due balances due to the City from MHSI. The resolution further authorizes the amendment of the City's current rental agreement and service agreement with MHSI to implement these conditions to CDBG funding.

Whereas, Milwaukee Health Services, Inc. (MHSI) has requested that the City of Milwaukee allocate $150,000 of Community Development Block Grant (CDBG) reprogramming funds in 2004 for the purpose of providing health care to uninsured persons in the City of Milwaukee; and
Whereas, The Common Council is willing to consider such an award, subject to MHSI's agreeing to amend its current rental agreement and services agreement with the City of Milwaukee with respect to outstanding occupancy and maintenance charge balances due to the City from MHSI in connection with the provisions of services under the Municipal Health Services Program by MHSI at the Isaac Coggs Community Health Center; and
Whereas, A letter from the Commissioner of Health dated March 19, 2004 to MHSI, a copy of which is attached to this file, states the conditions to be imposed upon any award of CDBG reprogramming funds to MHSI; and
Whereas, Proposed amendments to the current Rental Agreement and Service Agreement between the City and MHSI to implement the conditions to CDBG funding are attached to this file; and
Whereas, The Common Council of the City of Milwaukee intends that any award of CDBG reprogramming funds to MHSI in 2004 be expressly subject to such conditions;
now, therefore be it,
Resolved, By the Common Council of the City of Milwaukee, that it is the intent of the Council, subject to the availability of Year 2004 CDBG reprogramming funds, to allocate $150,000 to Milwaukee Health Services, Inc. for the purpose of providing health care to uninsured persons; and be it
Further Resolved, That any award of Year 2004 CDBG reprogramming funds to Milwaukee Health Services, Inc. is expressly contingent upon execution and delivery of an amendment to the current Rental Agreement and Service Agreement between the City and MHSI, in substantially the form attached to this resolution; and be it
Further Resolved, That Common Council hereby authorizes the execution and delivery of the Amendment to Service Agreement and Amendment to Rental Agreement, substantially in the form attached to this resolution, with such revisions as may be approved by the City Attorney.
