- ANALYSIS - This resolution authorizes the Commissioner of Public Works to issue a permit to the Midwest Express Center builder to close West Wells Street between North 4th and North 6th Streets for approximately four months beginning in January of 1999. Temporary closure of West Wells Street is needed in order to construct the second phase of the convention center project which will span the street. Following its four month closure, the street will be restricted to two traffic lanes for approximately an additional four months. The Wisconsin Center District will assume all costs associated with the temporary closure of the street and will pay the standard permit fee.
