Title
Substitute resolution directing the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation to alter the method by which members of the board of police and fire commissioners are appointed in cities of the first class.
 
Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation to amend the state statutes by establishing that 3 members of the board of fire and police commissioners would be appointed by the mayor and confirmed by the Common Council.  Two members of this body would be appointed by the Common Council President and confirmed by the Common Council.  At present, all 5 members are appointed by the mayor and confirmed by the Common Council.
 
Body
Whereas, In a free society, the direction and supervision of law enforcement agencies is of utmost importance and one of the highest responsibilities of all elected representatives; and
 
Whereas, Pursuant to s. 62.50(1), Wis. Stats., the members of the board of fire and police commissioners in cities of the first class are appointed entirely by the mayor and only confirmed by the common council; and
 
Whereas, While the desire to shield these vital agencies from political interference served well in a different era of government, it has now become an unacceptable limitation on the ability of the legislative branch to exercise its proper role in the oversight of both departments; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division, is directed to seek introduction and passage of legislation that would amend state statutes to permit the creation, in cities of the first class, of a board of fire and police commissioners composed of 5 members, 3 of whom are to be appointed by the mayor and confirmed by the Common Council, 2 of whom are to be appointed by the Common Council President and confirmed by the Common Council.
