Title

Resolution amending the funding of the FY2021 Edward Byrne Memorial Justice Assistance Grant (JAG).

Analysis

This resolution amends Common Council File Number 220421 relating to acceptance and funding of the FY2021 Edward Byrne Memorial Justice Assistance Grant (JAG). The resolution authorizes the Milwaukee Police Department to accept a supplemental grant award of $482,056 from the U.S. Department of Justice Office of Justice Programs Bureau of Justice Assistance with a city share of $0 and a grantor share of $482,056. The supplemental grant award increases the existing grant from $392,607 to $874,663 to provide federal criminal justice funding to local governments. The City will serve as the fiscal agent on behalf of the Cities of Milwaukee and West Allis, and Milwaukee County with funding for all units of local government to be used to pursue criminal justice activities as guided by local Memorandum of Understanding. 

Body

Whereas, Under the terms of CFDA #16.738, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice to provide federal criminal justice funding to local governments; and

 

Whereas, Funding for FY2021 JAG was accepted by Common Council File Number 220421 on 7/28/2022; and

 

Whereas, A supplemental grant award in the amount of $482,056 with a City share of $0 and a grantor share of $482,056 has been made available for criminal justice funding for local governments; and

 

Whereas, The City will serve as the fiscal agent for the FY2021 JAG Program grant funds on behalf of the Cities of Milwaukee and West Allis, and Milwaukee County with funding for all units of local government to be used to pursue criminal justice activities; and  

 

Whereas, The operation of this grant from 10/1/2020 to 9/30/2024 would cost $874,663 of which, $0 would be provided by the city and $874,663 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled: FY2021 Edward Byrne Memorial Justice Assistance Grant (JAG):

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.

 

3.                     Enter into agreements as detailed in the grant budget.
