Title
Substitute resolution to adjust the cost participation and amend the agreement with the Wisconsin Department of Transportation for the funding of the installation and modifications of street lighting, traffic control signals and traffic signs in conjunction with the Marquette Interchange Reconstruction Project.
Analysis
This resolution authorizes the City Comptroller to adjust existing Project/Grant Chartfield Values within the Capital Grand and Aid Projects Fund due to an adjustment to the cost participation agreed upon between the City and the Wisconsin Department of Transportation for street lighting, traffic control signals and sign work related to existing and future Marquette Interchange Reconstruction projects. The previous cost participation for construction was 90% funded from Wisconsin Department of Transportation and 10% funded from the City. The new cost participation for construction is 100% funded from Wisconsin Department of Transportation and 0% funded from the City. In addition, Wisconsin Department of Transportation will provide an additional 15% of the contract cost to fund preliminary engineering.

Whereas, The Wisconsin Department of Transportation (WISDOT) is reconstructing the Marquette Interchange of IH94, USH41, IH43, and IH794 under the State Highway Improvement Program; and
Whereas, Seven prior agreements with WISDOT were entered into for street lighting, traffic control signals and traffic signs for the Marquette Interchange Reconstruction Project; and
Whereas, Those prior agreements provided for cost participation for the modifications with a minimum of 90% of the construction costs reimbursable from WISDOT; and
Whereas, The most recent Memorandum of Understanding from WISDOT provides 100% funding from WISDOT for construction costs for those modifications under the existing agreements and an additional 15% of the construction costs for preliminary engineering; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is hereby authorized to transfer the necessary amounts to the appropriate Project/Grant Chartfield Value accounts created by the previous agreements to provide for the new funding levels.
