This ordinance abolishes the community development policy committee and assigns its duties to a common council committee pursuant to the common council procedure and rules.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 301-13 of the code is created to read:
 
301-13. Common Council Community Development Oversight. Common Council oversight with respect to community development shall be assigned to a common council standing committee pursuant to the common council procedure and rules. The common council committee to which oversight is assigned shall provide policy direction to the office of community block grant administration, department of administration, in carrying out its responsibilities, and to review, reject or otherwise modify recommendations of the office with respect to community development programs and actions, including recommendations to the common council on submission of the city's annual federal community development block grant application.
 
Part 2. Section 320-39 of the code is repealed.
 
(Note: The provisions being repealed read as follows:
 
320-39. Community Development Policy Committee.
 
1. COMPOSITION. There is created a community development policy committee consisting of 10 members:
 
a. The common council president or his or her council member designee.
 
b. Seven common council members appointed by the common council president.
 
c. The mayor or the mayor's designee.
 
d. The comptroller or the comptroller's designee.
 
e. The common council president shall make his or her appointments within 60 days after commencement of a new common council term or within 60 days after a vacancy in such committee position occurs, whichever is later.
 
f. The chair of the committee shall be the mayor.
 
g. The vice-chair of the committee shall be the common council president or a member of the committee designated by the common council president.
 
2. DUTIES. The committee shall provide policy direction to the office of community block grant administration, department of administration, in carrying out its responsibilities, and to review, reject or otherwise modify recommendations of the office with respect to community development programs and actions, including recommendations to the common council on submission of the city's annual federal community development block grant application.
 
3. STAFFING. The city clerk's office shall provide assistance to the committee, with additional assistance from the office of community block grant administration, department of administration, as needed. All city departments are directed to cooperate with the committee and provide assistance whenever the committee so requests.)
